This position is located in Iqaluit, Nunavut. The salary range for these positions is from
$82,504 to $91,703, plus northern allowance (from $19,000 to $31,000 per year) and vacation travel assistance (approximately $2,000-$3,000 per person (i.e. per employee and each of the eligible dependants), twice per year).

The regional Human Resources and Labour Relations unit is located in Iqaluit. This small, dynamic team of HR professionals is facilitating the management of human resources within the region while maintaining compliance in a risk management environment.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
Definition - Degree: A baccalaureate or higher level degree, as established by educational authorities, unless the type of credential is specified in the relevant Qualification Standard.
Notes:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.
2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
3. An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.
EXPERIENCE:
- Significant* experience providing advice to client managers on complex** issues related to labour relations and preparing associated documents such as reports or grievance responses.
- Experience working with union representatives to resolve issues.
- Significant* experience in interpreting collective agreements and Terms or Conditions of Employment.
*Significant experience is defined as experience that, due to its scope, is equivalent to experience acquired over a period of at least one (1) year. The scope is measured in terms of complexity, which includes providing advice and guidance, consultation, analysis, planning, training, and interpretation of policies and directives.
**“Complex” is defined as the diversity of cases handled and the degree of independence shown. It refers to the variety of cases on different topics that involve in-depth research, a variety of stakeholders and a combination of HR disciplines, for example.
ASSET QUALIFICATIONS
EXPERIENCE:
- Significant* experience in providing strategic recommendations and advice to management on complex** issues in another human resources discipline.
- Experience working in a cross cultural environment, specifically as it relates to Inuit culture and values.
- Experience working in a northern environment.
- Experience in managing financial resources.
- Experience in preparing and delivering presentations or information sessions.
- Experience in coaching or mentoring people.
