The initial intent of this process is to staff multiple positions within the following departments: Public Health Agency of Canada/Health Canada, Crown-Indigenous Relations and Northern Affairs Canada /Indigenous Services Canada, and Fisheries and Oceans Canada.
Although the immediate intent of this Job Opportunity Advertisement is to staff indeterminately, applicants should be aware that a pool of qualified candidates (fully assessed or partially assessed) may be established and may be used to staff similar positions at this group and level with various language requirements listed in the Language Requirements section. In addition, this process may be used for various tenures (acting appointments, assignment, deployment, indeterminate, specified period, secondment), security requirements and conditions of employment for any government department once the named Departments (Public Health Agency of Canada/Health Canada, Crown-Indigenous Relations and Northern Affairs Canada /Indigenous Services Canada, and Fisheries and Oceans Canada) have made their appointments.
A pool of partially or fully assessed candidates will be established on behalf of federal government organizations.

Education
- Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in economics, sociology or statistics.
NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
The term degree refers to a baccalaureate as established by educational authorities.
Experience
- Significant and recent* experience in conducting all phases of evaluation or research projects (planning, conducting and reporting) related to examining the economic or sociological effects of projects, programs and policies.
- Experience in communicating evaluation or research results to management or senior officials** (e.g., briefing notes, memoranda, correspondence, summary reports, presentations, issue papers).
- Significant and recent* experience in qualitative or quantitative research and analysis.
*Significant and recent is defined as a minimum of four years in the last eight years.
**Management or senior officials is defined as executive level positions such as Director, Director General, Assistant Deputy Minister, Deputy Minister, Vice-President, President (or equivalent).

Education:
- Graduation from a recognized university with a degree, certificate, diploma or acceptable concentration in program evaluation.
- Post-graduate degree in a related field.
Occupational Certification:
-Credentialed Evaluator (CE).
Experience
- Six plus (6+) years of evaluation or research experience.
- Experience in managing contracts.
- Experience in conducting evaluation or research projects in-house (i.e., non-contracted).
- Experience in conducting evaluations of science-based projects, programs, or initiatives.
- Experience using advanced quantitative methods to conduct research or analysis, such as multivariate analysis including regression analysis, factor analysis or other related methods.
Operational Requirements
- A valid driver’s license
- Willingness and ability to work occasional overtime, with little or no notice due to operational requirements.
- Willingness and ability to travel within Canada (including remote communities).
Secret security clearance - (Note that this factor is not applied at the pre-selection stage. The hiring department will undertake the necessary security clearance procedures for those candidates deemed qualified following the assessment process.)

In the case of an acting appointment, the Public Service Employment Regulations enables the organization to exclude the appointee from respecting official language proficiency when the department is unable to fill the position with an appointment of a person who meets the language proficiency qualification.
