As Program Manager, Commercial Flight Standards , you will be responsible for the regulatory program in areas such as: Aerial Work, Air Taxi, Commuter and Airline operations; Private (Business) Air Operator; Air Operator Certification; Flight Technical; Flight Crew Licensing; Flight Crew Training, Evaluation and Exams; Cabin Safety; Aviation Health and Safety, Operational Control and Ground Icing Programs.
You daily challenges are focused on enhancing stakeholder satisfaction and consider stakeholder needs and expectations when designing and delivering its program while balancing resource requirements and public safety.
A prequalified pool of candidates may be established which may be used to staff similar positions at this group and level with similar linguistic profiles and security requirements.

Education:
Secondary school diploma or an acceptable combination of education, training and/or experience.
Occupational certification:
Possession of a medically valid Canadian Airline Transport Pilot Licence - Aeroplane Category with a valid Group 1 Instrument Rating.
OR
Possession of a medically valid Canadian Commercial Pilot Licence – Helicopter Category – with a valid Group IV Instrument Rating.
AND
Possession of a valid Radio Telephone Operator Certificate (endorsed Aeronautical).
Experience:
Total of 3,000 hours of flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in either multiple engine aeroplanes OR Transport Category helicopters in both VFR and IFR operations.
Experience working in a regulatory transportation environment.
Experience analyzing complex situations and making recommendations.
Experience in applying legislation or policies for decision making purposes.
Experience in applying risk management concepts and principles.
Education:
Post-secondary education in aviation or a program relevant to the duties of the position.
Occupational certification:
Possession or past possession of a flight crew permit, licence, or rating relevant to the position.
Experience:
Experience working in aeronautics in Canada with a minimum of 500 hours of flight time in IFR operations.
Experience as pilot-in-command of multi-engine turbo-jet transport airplanes of a maximum certified take-off gross weight of a minimum of 50,000 pounds.
Experience exercising Ministerial Delegation of Authority under the Aeronautics Act and the Canadian Aviation Regulations (CARs).
Experience managing or supervising a team or workforce.
Experience working as a training pilot, flight instructor, approved check pilot, or designated flight test examiner.
Experience on advanced technology aircraft.
Experience working with aerial, air taxi, commuter, or airline operations.
Experience dealing with certification of aviation operators or personnel, surveillance of aviation activities or operators, or developing regulations.
Experience in working in ANY of the following positions:
• Director, Flight Operations
• Chief Pilot or Standards Captain or equivalent
• Training Captain
• Manufacturers Test Pilot
Bilingual - Non Imperative (BBB/BBB)
Information on language requirements
Knowledge:
Knowledge of the Aeronautics Act, the Canadian Aviation Regulations (CARs) and associated standards.
Knowledge of the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).
Knowledge of Safety Management Systems (SMS).
