Intent of the process

Anticipatory process. A pool of fully qualified candidates may be established and used to staff similar EX-03 positions within NRCan across Canada with various tenures (Acting, Assignment, Deployment, Indeterminate, Secondment). Results of this process may be used by other organizations within the Federal Public Service.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized post-secondary institution.

Degree equivalency

Recent experience* in contributing to or leading the development and
implementation of forest or natural resource**** sector policies, and providing strategic advice to senior management*** on natural resource sectors or environment-related issues.

Experience in planning and managing programs addressing public policy
issues.

Experience preparing strategic or decision-making policy documents for senior management.

Experience in leading change management.

Recent experience* in forming partnerships between science based
organizations in both public and private sectors, industry and academia.

Significant experience** in the planning and managing of human and financial
resources.

*Recent experience is defined as having worked in this domain within the last two (2) years.

**Significant experience is defined as experience associated with having
performed a broad range of related activities, which could normally be
acquired over a period of approximately two (2) years at the Executive level.

***Senior management includes, Assistant Deputy Ministers, Deputy and
Ministers or Ministers Office Officials or the private sector equivalent (Presidents, Vice-Presidents, CEO's, etc...).

Bilingual - Imperative (CBC/CBC)

Information on language requirements

Knowledge of Government of Canada priorities, and how the mandate and
priorities of NRCan contribute to these Government of Canada priorities.

Knowledge of key current and potential collaborators within the forest sector
and beyond.

Knowledge of the broad issues facing the Canadian natural resource**** sectors, including
the forest sector and regional specific issues.

Asset Qualifications:

Asset Education:
Graduation with a master's degree or a PhD from a recognized university in a relevant field of study.

Degree equivalency

Asset Experience:
Experience working in the realm of science-policy integration.

Experience in developing Indigenous policies and programs as they relate to
the Natural Resources**** Sector.

Experience contributing to or leading budget submissions, Memorandum to
Cabinet and Treasury Board Submissions at the Federal, Provincial or Territorial level.

****Natural Resource Sectors are defined as: Mining, Energy and Earth Sciences, etc.

Asset Knowledge:
Knowledge of key national and international issues and trends in science and
technology (S&T) policy.

Organizational Needs:
Selection may be limited to members of the following Employment Equity

Operational requirements:
Willingness and ability to work overtime on short notice
Willingness and ability to travel as required
