Duties

The role of the Director, Indigenous Affairs (DIA) continues to evolve. The DIA is accountable for the strategic management of Indigenous affairs as well as the provision of advice and guidance on complying with the legal duty to consult with Indigenous groups and on Aboriginal treaty obligations to departmental officials. The DIA provides support to ADM(IE) as the functional authority on Indigenous engagement.

Work environment

Intent of the process

The intent of this process is to staff the position of Director, Indigenous Affairs.

Should a pool of qualified candidates be established, it could also be used to staff similar positions with various tenures within DND as well as other government departments within the core administration with the approval of the delegated manager and in consultation with Executive Services.

ESSENTIAL (MANDATORY) EDUCATION:

ED01: Graduation with a degree from a recognized post-secondary institution.

*At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

ESSENTIAL (MANDATORY) EXPERIENCE:

EX01: Experience in establishing partnerships and managing consultations with Indigenous groups to resolve complex(1) issues.

EX02: Significant(2) experience in developing and managing engagement strategies, policies, programs and frameworks.

EX03: Significant(2) experience providing strategic advice and recommendations to senior management(3), on complex(1) issues.

EX04: Experience in managing human(4) and financial(5) resources.

NOTES:

(1) Complex refers to the following characteristics: multidimensional, high-risk, sensitive, confidential, involving many stakeholders and competing requirements.

(2) Significant is understood to mean the depth and breadth of experience associated with having performed these activities for a period of two (2) years in the past five (5) years. The time spent doing the activity, as well as the type (range, scope and complexity) of work handled will be considered to determine the level of significance and level of complexity.

(3) Senior management is defined as Director General level (and equivalent) or above.

(4) Some examples of managing human resources may include: implementing HR strategies to ensure workforce capacity to meet operational needs, establishing vision, priorities, work plans, establishing work objectives and performance indicators to measure results; conducting performance management through provision of feedback, conducting performance assessments and management of non-performers; determining training and development needs to support talent management. You must indicate the number of subordinates you supervised.

(5) Financial management is exercising financial authorities, including to direct accountability for a budget. You must indicate the size of the budget you managed.

AEX02: Experience negotiating agreements, or building partnerships or other operational arrangements with other federal departments, different levels of government, private sector or Indigenous organizations.

TOP DOWN APPROACH
