Intent of the process

A pool of qualified candidates may be established to staff similar positions within National Defense with various tenures (assignments, secondments, actings and specified period or indeterminate positions) as well as various security requirements and various linguistic profiles.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, social sciences, sociology, administration, conflict and complaint management or in any other field relevant to the work to be performed.

Degree equivalency

EXPERIENCES:

E1 - Significant* experience as an impartial advisor and as a presenter of briefings to senior management** on strategic matters***.

E2 - Significant* experience in establishing and maintaining partnerships with internal AND external stakeholders aimed at advancing the program objectives.

E3 - Experience with good**** results in multi-cycle***** human resources (HR) and financial management.

E4 - Significant* experience managing complex and sensitive issues.

E5 - Significant* experience in managing and advancing diverse portfolios of projects and initiatives.

*Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately one cumulative (1) years within the past 5 (five) years.

** Senior management is defined as the Director level or above.

***Strategic is defined as matters that impact the performance, risk, reputation and sustainability of the program you are representing.

****Good results is defined as allocates and manages directorate resources in a timely and efficient manner.

*****Multi-cycle HR and finance experience is normally associated with a full cycle (one year) of personnel performance management agreements (PMA) responsibility, including performance appraisals at the end of the review cycle; AND budget forecasting, in-year monitoring and reporting, exercise of Financial Administration Act (FAA) sections 32 & 34 authority, and end-of-year reconciliation.

ASSETS QUALIFICATIONS:

AE1 - Experience working in a Conflict and Complaint Management Program OR Harassment Prevention and Resolution Program OR Human Rights OR Labour Relations and/or Employee Assistance Program OR Canadian Forces Military Assistance Program.

AE2 - Experience working in the Canadian Armed Forces (CAF) Integrated Conflict and Complaint Management Program.

AE3 - Experience in the delivery of training and education in an adult learning environment.

AE4 - Experience working within a Defence team environment.

AE5 - Experience in the management of a geographically dispersed team and client base environment.
