Work environment

The Transportation Safety Board of Canada (TSB) is an independent arm's length agency that reports to Parliament through the Queen's Privy Council. The organization aspires to be a modern world-class organization that evolves and adapts as it strives to influence changes that advance transportation safety. The TSB enjoys a strong and credible reputation in Canada and around the world.

The TSB is a small organization with approximately 220 employees and 5 Board Members. The organization operates in a decentralized manner through 10 locations across Canada. Employees work in a collegial and collaborative environment.

Intent of the process

The current position to be filled is located in Gatineau, however the intent of this process is to establish a pool of partially assessed candidates which could be used to staff positions in other regions. Similar positions may be staffed through this process with various tenures, language profiles and/or requirements and security levels.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

Successful completion of secondary school with an acceptable level of aviation experience and training commensurate with the position requirements.

Degree equivalency

OCCUPATIONAL CERTIFICATION:

Possession of a valid Canadian Airline Transport Pilot Licence - Aeroplane Category with valid Group I Instrument Rating AND possession of a valid Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical)

OR

Possession of valid Canadian Commercial Pilot Licence - Helicopter Category with a valid Group IV Instrument Rating AND possession of a valid Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical).

EXPERIENCE:

Experience in areas related to aircraft accident investigation.

Experience in aviation occurrence investigation report writing and report reviewing.

Experience in the management of human resources.

Extensive* experience as pilot-in-command on a variety of single or multi-engined aircraft.

* Extensive experience refers to an acceptable combination of breadth, depth, complexity of tasks that can normally be acquired in 7 years of work in the field.

Information on language requirements

KNOWLEDGE:

Knowledge of the mandate and priorities of the Transportation Safety Board of Canada.

Knowledge of Canadian and international air transport systems such as: aircraft operations, aircraft maintenance, air traffic control and airport operations.

Knowledge of the regulatory framework applicable to Canadian civil air transportation, and the responsibilities of state investigation authorities and the International Civil Aviation Organization (ICAO).

Knowledge of the aviation industry such as trends and developments in aircraft design, maintenance and operations.

ABILITIES AND SKILLS:

Ability to plan, organize, direct, and control aviation occurrence investigations in accordance with TSB legislation and policies.

Ability to manage staff and resolve conflicts.

Ability to organize and prioritize the workload in order to meet objectives and deadlines.

Ability to communicate effectively orally.

Superior writing skills.

ASSET QUALIFICATIONS:
EDUCATION:

Graduation with a degree from a recognized university with acceptable specialization in a discipline relevant to the position.

Degree equivalency

EXPERIENCE:

Experience in project management.

Experience in safety analysis and safety communication.

Experience in managing relationships with stakeholders associated with the aviation programs and with other government departments.

OTHER CONDITIONS OF EMPLOYMENT:

Meet the Occupational Health Assessment (Periodic III).

Possess a valid driver’s license in Canada.

Agree to deploy to accident sites where there may be exposure to disagreeable and difficult working conditions and to extreme climatic conditions.

Agree to respond and travel on short notice during and after normal working hours and on statutory holidays.

Agree to travel within Canada and abroad, including travel by car, rail, ship and air.

Willingness to be available on standby, on a rotational basis.

Willingness to undergo TSB required training.

Maintain the professional aviation currency.
