The Office of the Commissioner of Official Languages is a small organization of 160 employees that offers a positive, collaborative and entirely bilingual work environment.

The Commissioner of Official Languages is mandated by Parliament. He is therefore independent from the government, but his staff are members of the federal public service and benefit from all of the related advantages, including flexible work, competitive salaries and professional development.

For this selection process, our intention is to communicate with the candidates by email. Work environment

The position to be staffed is located in a regional office. Please note the position's incumbent will be expected to work independently and could be alone in the office on a regular basis.

Intent of the process

The current need is for one permanent position.

A pool of qualified or partially qualified candidates will be established and could be used to staff this position with various tenures. The pool of candidates could be used to fill similar positions within 100 km radius of Winnipeg, Manitoba in organizations where appointments are made under the authority of the PSC and the PSEA with the approval of the delegated manager in consultation with Human Resources.

EDUCATION:

A secondary school diploma.

Degree equivalency

EXPERIENCES:

Recent* experience in carrying out administrative duties (ex: calendars, mail, telephone, travel arrangements, etc.)

Experience in drafting correspondence documents (ex: letters, minutes, emails).

Experience in organizing the logistics of meetings and special events (ex: conferences, forums, consultations, etc.).

Experience in budget reports and follow ups.

Recent* experience using MS Word, Excel, Powerpoint and Outlook.

*«Recent experience» is defined as experience obtained approximately within the last three (3) years.

ABILITIES:

Ability to communicate effectively orally.
Ability to communicate effectively in writing in French and in English.
Ability to prioritize tasks in order to meet deadlines.
Ability to organize the logistics of special events.
Ability to complete tasks associated with a budget.

ASSET QUALIFICATIONS:

Post-secondary diploma in a field related to the duties of the position.

Degree equivalency

Experience in the area of government operations.

Experience with the use of financial management software and travel reservations, such as the Management Reporting Module and HRG.

Knowledge of the role, mandate and activities of the Office of the Commissioner of Official Languages.

Knowledge of the Francophone community in Manitoba or Saskatchewan and its network of organizations.

OPERATIONAL REQUIREMENTS:

Willingness and ability to occasionally travel within the Manitoba region and to head office (Gatineau, Québec).

Willingness and ability to work overtime on occasion.

Conditions of employment

Reliability Status security clearance

Willingness and ability to lift boxes or objects weighing up to 10 kg.

TRAVEL RELATED TO THE SELECTION OR APPOINTMENT PROCESS
Please note that candidates (including employees of the Public Service) will not be considered to be in travel status or on government business and that travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs. Minimal reimbursement of relocation expenses could be offered if the selected candidate moves as the result of an employment offer.

You must clearly indicate, in writing and giving concrete examples, how you meet each essential qualification in the Education and Experience category; failure to do so may result in your application being rejected. Therefore, please answer the questions in the application carefully. Resumés will be used as a secondary source to validate the criteria relating to experience and the skills described in the screening questions.

Candidates must meet the essential qualifications to be appointed to a position.

Meeting criteria such as asset qualifications, operational requirements or organizational needs is desirable and may be a deciding factor in choosing the right fit. Asset qualifications could be applied at any step of the selection process.

A written test may be administered.

An interview may be administered. Interviews could be conducted in person, by phone, or by videoconference.

Reference checks may be sought.

Acknowledgment of receipt of applications will not be sent; we will contact candidates when the screening process is completed.

Top down and/or random selection could be used.
