Duties

The Consultations and Communications Branch of the Department of Finance is looking to staff the following six (6) types of positions:
1- Media Monitoring Officer/Team Lead
2- Media Relations Officer
3- Consultations Officer
4- Senior Operations & Publishing Officer
5- Communications Advisor
6- Strategist Officer

Intent of the process

The purpose of this process is to establish an inventory of candidates for extraction and further assessment to staff current and future IS-04 vacancies, in various fields of the Consultations and Communications Branch of the Department of Finance Canada.

Selection decisions may be made on the basis of one or more of the following considerations:
• Matching of the individual's experience or qualifications to the strengths and weaknesses of the work team;
• Matching of the individual's experience or qualifications to the specific duties of the position being staffed;
• Depth, breadth, type of work-specific experience;
• Level/degree of one or more competencies/qualifications.

ED1- A degree from a recognized post-secondary institution.
Notes:
1.Based on their education, training and/or experience, indeterminate incumbents of positions in the IS classification are deemed to meet the minimum education standard whenever a bachelor's degree without specialization is called for in a position classified as IS.
2.At the manager's discretion, an acceptable combination of education, training and/or experience, may serve as an alternative to the minimum education standard.

Degree equivalency

EX1- Experience in providing communications advice and support to management and internal clients regarding communications activities, initiatives and material.

EX2- Recent* experience in developing communication products, which could include communications plans, questions and answers, key messages, media lines, social media, digital content, news releases, backgrounders, media inquiry responses as well as media analysis and scans.

EX3- Recent* experience in identifying the communications needs of clients and developing the required communications products or providing communications services.

*Recent experience is defined as experience gained in the last 3 years.

AEX1- Experience in supervising or managing employees, preferably professionals in the field of Communications.

AEX2- Experience in providing strategic media analysis and identifying pertinent communications issues and trends to present to departmental officials.

AEX3- Experience determining monitoring and analysis needs based on communications priorities; recommending and coordinating appropriate monitoring and analysis products.

AEX4- Experience in using tools and techniques required for monitoring and analyzing online activities, including social media sites and communities; following the latest trends in online research and making recommendations.

AEX5- Experience managing the development and implementation of innovative Web-based communications and marketing products/activities.

AEX6- Experience using social media tools to communicate.

AEX7- Experience writing and editing content for the Web and internal sites and social media using best practices for writing for the Web.

AEX8- Experience ensuring compliance with government communications policy and other relevant guidelines and directives relative to the Web and intranet communications.

AEX9- Experience writing and managing strategic communications plans, including anticipating opportunities, conducting environmental scans, articulating and evaluating traditional and alternative strategies, and making recommendations to management (e.g. Directors, Directors General) and/or ministerial staff (e.g. Press Secretary).

AEX10- Experience developing communications products in support of national or regional events, announcements and activities in support of departmental or business policies, programs and services for an external or internal audience.
