Public Services and Procurement Canada (PSPC) is tasked with a wide variety of high-profile projects and has a mandate that permits us to do many different types of work. We enter into agreements with other federal departments on project parameters and pull together the required resources to complete them. We provide many different kinds of real property services such as workplace layout, penitentiaries, heritage buildings, expansion or change in usage of buildings, etc.
As a Level 2 Project Manager, you will be responsible for the following activities:
-Manage project development and execution by managing teams responsible for the planning, design. construction, commissioning and evaluation of low-complexity projects and/or technically complex projects with low-value, in order to meet time, cost, scope and quality requirements, in accordance with departmental commitments to the clients.
-Manage projects' budget and resources. Produce contract documentation and specifications for the projects. Manage the acquisition of professional services (internal or external).
-Conduct quality control activities as well as reviews during all phases of service delivery, to ensure that all objectives of time, cost and quality are being met to the client's satisfaction.

The first extraction of applications was completed in June 2018 and evaluations for this round are ongoing.
Many rounds of extraction and evaluation may be conducted in order to create pools which would be used to staff identical or similar positions within PSPC whose duration, linguistic profile, and/or security requirements could vary depending on the position to be staffed.

A bachelor’s degree in architecture from a recognized university is required.
You must be a member of the Ordre des architectes du Québec.
You must also possess the following experience :
1) Recent* experience in design and supervision of construction projects
2) Recent* working experience within multidisciplinary project teams
3) Recent* and considerable** experience in delivering architecture services applied to all phases of project realization (design, supervision and acceptance)
4) Recent* and considerable** experience in project management at the planning, design and execution phases
*Recent means: experience acquired through continuous work in a position over recent years. It will be assessed according to the duration, variety of performed tasks and types of projects.
**Considerable experience will be assessed according to the duration, variety and complexity of performed tasks, your level of responsibility, as well as the type of projects and the number and level of stakeholders.
Masters degree in project management
Other recognized training in heritage architecture
Experience of heritage conservation practices
Experience in renovation or restoration of building or heritage buildings
Experience in the design and the surveillance of heritage works or lighthouses or towers or other heritage structures
Experience in restoration, office layout (fit-up) and minor or major construction projects
Knowledge of masonry, design and supervision practices
Be willing and able to move around safely on a construction site or an existing infrastructure site
Be willing and able to travel by car, train or plane
Be willing and able to travel in remote areas
Be willing and able to work on an overtime basis, if necessary
Hold a valid driver’s licence

An exam will be administered to evaluate the following:
Knowledge of techniques and practices related to design and execution of architectural projects
Knowledge of the application of standards, guidelines, laws and regulations regarding the execution of construction, restoration and renovation
Knowledge of techniques and practices related to project management
