The National Energy Board (NEB) is an independent federal regulator of several parts of Canada’s energy industry. It regulates pipelines, energy development and trade in the public interest with safety as its primary concern. The Minister of Natural Resources is responsible for this organization. The NEB was established by Parliament to regulate, among other things, the construction, operation and abandonment of pipelines that cross provincial or international borders, international power lines and designated interprovincial power lines, imports of natural gas and exports of crude oil, natural gas liquids, natural gas, refined petroleum products, and electricity, and oil and gas exploration and production activities in certain areas. The NEB is also charged with providing timely, accurate and objective information and advice on energy matters. Headquartered in Calgary, Alberta with regional offices in Montréal, Vancouver and Yellowknife, the NEB has approximately 500 employees and annual budget of over $70 million.

Reporting to the Chief Executive Officer (CEO) this position is responsible for contributing at a senior level to the definition and achievement of strategic direction and for leading the work of multiple business units. The job develops and leads major corporate strategic initiatives that are often highly sensitive and have significant effects on internal and external stakeholders. Strategic initiatives include the results areas for the Energy Information and Engagement core responsibilities to achieve outcomes related to partnering with Indigenous Peoples in our processes and improving our work related to Indigenous matters and further developing a data driven culture for the organization, including open data and accessibility to interactive data including visualizations.
The primary accountabilities are: provide effective leadership to align the operations of multiple business units focused on Engagement, and Communications, Energy Information and Data and Information Management, with NEB’s strategic direction; maximize team performance; manage resources; identify emerging trends affecting the energy industry and provide key strategic advice and guidance about how the NEB can mitigate risk or capitalize on opportunities; ensure the CEO has the resources, advice and continuous situational awareness required to accomplish NEB objectives in accordance with the NEB’s Management System and the Departmental Results Framework.
Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Education:
Graduation with a degree from a recognized University in a related field relevant to the duties of the position.
Experience:
E1 Significant experience in leading and managing large organizations of multidisciplinary professional staff.

E3 Significant and recent experience managing human and financial resources.
E4 Significant experience in consultation, negotiation and conflict resolution when dealing with individuals and/or groups with varying and often divergent perspectives on sensitive issues.

Asset Qualifications
AQ1 A Master’s degree is preferable to provide the foundational knowledge of the complex technical challenges encountered in the role and the critical thinking skills to develop appropriate strategies.
AQ2 Experience in supporting and driving a data-driven approach to decisions, and management of performance.
AQ3 Experience in working on Indigenous matters.

1. The National Energy Board has a classification system that differs from the greater public service. This NEB-15 position is similar to an EX-04 for staffing purposes. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. 5. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. 6. Salary: Effective (1/July/2013) NEB- 15, $142,800 to $178,300 (under review)
The National Energy Board has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the terms and conditions of employment for the duration period specified:
• Members of the Executive Group are currently eligible to receive a lump sum performance award as a percentage of base salary and to receive an annual retention bonus.
