The Canadian Northern Economic Development Agency is looking for a Director General to provide executive leadership for its Northern Projects Management Office (NPMO).
In this position, you and your team of approximately thirteen (13) employees located in Yellowknife, Whitehorse and Iqaluit would provide corporate leadership for the initiative to enhance the performance of the Northern regulatory system for major natural resource projects. You would be part of a team that is dedicated to economic development across the North, building partnerships to leverage investments in the North and advocating for the interests of northerners and Indigenous peoples.
You would be an executive in a small organization reporting directly to the Vice-President. You would have frequent interactions with the President, the Minister’s Office and other senior executives at CanNor and provide them with expert advice and recommendations related to all major projects and files moving through the Northern Projects Management Office.
Your office would be located at CanNor’s office in Yellowknife, Northwest Territories*. This is one of Canada’s exciting northern communities. The salary range for this position is: $119,600 - $140,700 plus applicable northern allowances (approximately $11,000 to $25,000/year), as well as vacation travel assistance of approximately $1,000 per person, once a year (for the employee and eligible dependents, including spouse/common-law partner). Rates and conditions are subject to change.
*This position is located at CanNor’s office in Yellowknife, Northwest Territories. Relocation assistance is available. Under exceptional circumstances, the relocation of the position to one of the other CanNor's northern offices may be considered if requested by the successful candidate.
Reporting to the Vice-President of Policy, Planning, Communications, the Director General, NPMO is accountable for:
• directing a single point of entry to the comprehensive northern regulatory system for proponents as well as for all other stakeholders, partners and parties involved or interested in major natural resource project reviews North of 60;
• directing the negotiation, development and monitoring of a comprehensive Memorandum of Understanding (MOU) across all federal departments participating in the review and approval of major natural resource project in the North;
• ongoing analysis that leads to the early identification of potential issues or problems and the development of proactive strategies to resolve these situations with involved assessment boards, regulatory departments as well as with the central agencies and external clients, stakeholders and partners;
• directing the provision of support to the Major Projects Management Office Deputy Committee and to Northern Interdepartmental Working Groups to ensure and facilitate the integration of strategic discussions on northern projects and Aboriginal consultation issues and priorities;
• providing corporate and professional leadership and advice in articulating and delivering strategies that promote and advance the understanding and appreciation with other federal departments, project proponents and stakeholders of the NPMO’s role and initiatives; and
• ensuring that the Agency has the competencies to effectively support the Deputy Head and a variety of interdepartmental Deputy level committees.

ESSENTIAL QUALIFICATIONS
EDUCATION
ED: Graduation with a degree * from a recognized post-secondary institution **.
* Degree: A baccalaureate or higher level degree, as established by educational authorities, unless the type of credential is specified in the relevant Qualification Standard.
** Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs. It is the candidate's responsibility to demonstrate that the degree/program held has been approved by a "recognized" Canadian post-secondary institution.
Equivalencies that consist of an acceptable combination*** of education, experience, knowledge, skills and abilities may be considered.
***Acceptable combination refers to completion of secondary school with post-secondary studies/courses in a relevant field and progressive experience in a leadership role.
EXPERIENCE
E1. Recent* and significant* experience in leading, developing and implementing complex projects, programs or initiatives in the Northern Canada.
E2. Significant*experience in providing advice and recommendations to senior management* on sensitive and complex files.
E3. Significant* experience in building and maintaining collaborative partnerships, and in negotiating agreements, with other government departments/agencies and private sector organizations or non-governmental organizations.
E4. Experience in managing financial and human resources for a minimum of two (2) consecutive years.
*Definitions:
-Recent is defined as experience acquired within the last three (3) years.
-Significant is defined as experience normally acquired through work performed on a continuous basis for a minimum period of three (3) years.
-Senior management is defined as officials whose position are equivalent to, or higher than, Assistant Deputy Minister, Vice-President, Board Chair, Executive Director or Chief Operating Officer.
