Work environment

The Administrative Tribunals Support Service of Canada (ATSSC) is responsible for providing support services and facilities to 11 federal administrative tribunals by way of a single, integrated organization. These services include the specialized services required by each tribunal (eg, registry services, legal services, research and analysis services, and any other activity related to the mandate or specific files of a tribunal) which are provided by secretariats led by Executive Directors or Executive Directors and General Counsel.

The Canadian Cultural Property Export Review Board (CCPERB) is one of the tribunals served by the ATSSC. The CCPERB is an independent, administrative tribunal established by the Cultural Property Export and Import Act. The CCPERB is mandated to determine whether cultural property is of outstanding significance and national importance and, if so, to determine fair market value for income-tax purposes. It is also responsible for reviewing applications for export permits of objects refused by the Canada Border Services Agency and for determining the amount of a fair cash offer to purchase objects where a delay period has been established for the issuance of an export permit.

The position to be filled pursuant to the current process is that of Executive Director of the CCPERB Secretariat, which includes approximately 17 employees. The Executive Director is responsible for leading the development, management and delivery of a range of specialized services enabling the Board to fulfill its mandate. He/she is also called upon to provide strategic advice and significant support to the Board on various complex issues and files.

Intent of the process

The intent of the process is to staff the position of Executive Director of the CCPERB Secretariat.

* Significant is defined as having the depth and breadth of experience normally associated with having performed a broad range of various related activities which would have been acquired over at least 3 years.

** Senior officials are individuals in higher ranks of an organization and could include Tribunal Chairpersons or Vice-Chairpersons, Deputy Ministers, Assistant Deputy Ministers, Directors general or similar equivalent.

*** Complex issues are defined as being highly technical, novel, multidimensional, precedent-setting or that could have a major impact on the organization or stakeholders.

**** Managing human resources is defined as directing or overseeing people/staff, including employee performance management, workload management, leading and directing teams through the setting of priorities and work activities. Applicants must indicate the number of staff reporting to them, as well as the length of time during which they managed these individuals.


***** Managing financial resources is defined as being accountable for a budget, which would include the responsibility for financial planning, forecasting and reporting. Applicants must indicate the size of the budget they managed, as well as the length of time during which they managed these resources.

ASSET QUALIFICATIONS

Bachelor or master’s degree in arts administration, museum studies or related discipline.

Degree equivalency

Experience working in the arts and cultural sector.

Experience in the management of museums, art galleries, libraries or archives.

Experience in museum collections management practices and standards for object documentation.

Experience working in a tribunal setting or court setting.

Experience leading a management team or a group of managers and/or supervisors.

Experience leading change management initiatives.
