The Information Management & Technology Services (IM&TS) directorate provides Information Management (IM) and Information Technology (IT) services to employees within Fisheries and Oceans across Canada.
The future promises to offer exciting opportunities associated with the digital transformation and the delivery of Information Management and Information Technology (IM/IT) services at DFO. The IM/IT Planning team operates within IM&TS, accountable for leading the delivery of departmental IM/IT plans, strategies and reports in support of Government of Canada (GC) and departmental direction.

The immediate need is a bilingual - imperative (CBC/CBC) position located in Ottawa, Ontario.
However, a pool of partially qualified candidates may be established through this process and may be used to staff identical or similar positions with various language requirements, locations and security requirements within all federal organizations listed in Schedules I, IV and V of the Financial Administration Act. These positions may be staffed on an indeterminate or temporary basis (term, acting, assignment, secondment).

EDUCATION:
EDU1 - Successful completion of two (2) years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialization relevant to the position being staffed.
Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
EXPERIENCE:
EX1 - Cumulative experience working in the field of IM/IT for approximately ten (10) years.
EX2 - Significant* experience supporting business transformation initiatives.
EX3 - Significant* experience in supervising personnel as well as managing outcomes of contract resources.
EX4 - Significant* experience in managing financial resources.
EX5 - Significant* experience in IM/IT planning including functions such as:
• Preparing IT Plans
• Coordinating with central agencies
• Managing governance processes
• Resource planning for IM/IT projects and organizations
• Preparing and implementing IT policy instruments
• Preparing IT strategies on behalf of senior management
Significant* is defined as the breadth and depth of experience associated with having performed a broad range of various, complex related activities over a period of at least three (3) years.
ASSET EDUCATION:
AEDU1 - Graduation with a degree from a recognized post-secondary institution in computer science, engineering, information technology, information management, business administration or any other field related to the positions to be staffed.
ASSET OCCUPATIONAL CERTIFICATION:
AOCU1 - Information Technology Infrastructure Library (ITIL) Certification.
AOCU2 - Recognized project management certification such as Project Management Professional (PMP) or PRINCE2.
ASSET EXPERIENCE:
AEX1 - Experience in the creation of business cases or cost analyses associated to IM/IT projects or initiatives.
AEX2 - Experience participating on an inter-governmental committee.
AEX3 - Experience in the development of statements of work or requests for proposals for professional services.
