The intent of this process is to staff the position of Director General Information Management Project Delivery (DGIMPD) on a permanent full time basis. A pool of qualified candidates may be established and may be used to staff similar positions with various tenures and security requirements within DND as well as other government departments within the core administration, with the approval of the delegated manager and in consultation with Executive Services.

ED01. Graduation with a degree from a recognized post-secondary institution.
ESSENTIAL (MANDATORY) EXPERIENCE
EX01: Significant (1) and recent (2) executive-level experience in providing strategic advice and recommendations on complex (3) Information Management/Information Technology (IM/IT) issues to senior executives (4).
EX02: Executive-level experience in initiating and managing change in complex (3) environments.
EX03: Significant (1) and recent (2) executive level experience in the development, management and delivery of IM/IT projects.
EX04: Executive-level experience in building relationships, negotiating and maintaining partnerships and networks with stakeholders such as federal government departments, Central Agencies or other private sector organizations.
EX-05: Significant (1) and recent (2) experience in managing human and financial resources (5).
NOTE:
(1) Significant experience means the depth and breadth of the experience associated with having performed a broad range of activities which are normally acquired over a period of at least three (3) years in an executive level position or equivalent or above.
(2) Recent experience is defined as experience acquired within the last five (5) years.
(3) Complex is defined as serving multiple functional authorities in a medium to large organization; including complex end-to-end business processes; supporting a broad user community at multiple levels of the organization; and potentially dispersed across multiple geographical locations.
(4) Senior executive is defined as Assistant Deputy Minister/Vice-President level and above, or equivalent.
(5) Managing human resources is defined as exercising delegated authority of human resources over the course of a period of approximately five (5) years and may include supervision of staff; establishing vision, priorities, work plans; establishing performance objectives; conducting performance assessments and feedback; approving training. Applicants must also indicate the number of staff they have managed.
Financial management is exercising financial authorities at the executive level, including direct accountability for a budget. You are asked to indicate the size of the budget.
ASSET (DESIRABLE) EDUCATION
AED1: Master's degree from a recognized post-secondary institution in a field relevant to the position being filled.
AED2: Project Management Professional (PMP) Certification.

PROOF OF EDUCATION

TOP DOWN APPROACH
Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications.
A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment. Asset criteria and/or organizational needs may also be applied at the screening stage.
