Work environment

The Transportation Safety Board of Canada (TSB) is an independent arm's length agency that reports to Parliament through the President of the Queen's Privy Council. The organization aspires to be a modern world-class organization that evolves and adapts as it strives to influence changes that advance transportation safety. The TSB enjoys a strong and credible reputation in Canada and around the world.

The TSB is a small organization with approximately 220 employees and 5 Board Members. The organization operates in a decentralized manner through 10 locations across Canada. Employees work in a collegial and collaborative environment.

Intent of the process

The intent of this process is to establish a pool of partially assessed candidates. Similar positions may be staffed through this process with various tenures, language profiles and/or requirements and security levels.

EDUCATION:
Graduation with a degree from a recognized university. 

Degree equivalency

EXPERIENCE:

Experience in providing strategic analysis and advice, briefings and recommendations to senior executives (such at EX-02 level or higher) regarding policies, national projects/programs or sensitive operational matters to support executives in making decisions on complex issues.

Experience in consulting, negotiating and establishing partnerships with national and/or international stakeholders.

Experience in analyzing and synthesizing information, and in preparing correspondence, briefing notes and / or memoranda for senior executives.

Experience in liaising with and coordinating files with senior officials of departments, other levels of government, or non-governmental stakeholders.

Experience managing or leading projects, initiatives, or operations.

KNOWLEDGE:

Knowledge of the mandate and priorities of the Transportation Safety Board of Canada.

Knowledge of the federal government machinery, including the key organizations/institutions, their roles and their relationships with the Transportation Safety Board of Canada.

Ability to communicate effectively orally.

Superior writing skills.

Ability to provide advice and convey directions on behalf of senior management.

Ability to analyze information and to formulate appropriate conclusions or recommendations to senior management.

ASSET QUALIFICATIONS:

PROFESSIONAL CERTIFICATION:

Professional certification in a field relevant to the position to be staffed.

Hold or have held one of the following licenses:

• Aircraft Maintenance Engineer license
• Air Traffic Control license
• Pilot license

EXPERIENCE:

Experience in the management of human and financial resources.

Experience in planning, organizing and coordinating events involving government employees and external stakeholders.

Experience conducting media interviews and news conferences.

KNOWLEDGE:

Knowledge of the current legislation, regulations and policies governing civil aviation safety in Canada.

Knowledge of current and emerging issues and trends relating to civil aviation, aviation safety, and the aviation industry.

Knowledge of international conventions and agreements pertaining to aviation safety.

OPERATIONAL REQUIREMENTS:

Willingness and ability to work overtime / irregular hours during surge or crisis management periods.
