Intent of the process

The immediate intent of this process is to staff on an indeterminate basis, Bilingual Imperative BBB/BBB positions within the Chief Financial Officer Branch. A pool of partially qualified candidates* will be established and will be used to staff similar positions with various language requirements (English Essential or Bilingual Imperative BBB/BBB) and various security requirements within the Department of Employment and Social Development Canada. These positions may be staffed on a permanent or temporary basis (term, acting, assignment, secondment).

* By "A pool of partially qualified candidates", it means that the Second Language Evaluation will be assessed at the time of the appointment.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

Successful completion of two years of a post-secondary program with specialization in accounting, finance, business administration, commerce or economics;

OR

possession of the Government of Canada Financial Management Certificate.

Degree equivalency

Experience:

To be considered, you MUST have the following:

• Experience in extracting, compiling and analyzing financial information, and preparing reports (may be acquired in a school or work setting)

IN ADDITION, you must have ONE of the following two qualifications:

• A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce, or economics.

OR

Recent* experience of at least 18 months in one or a combination of the following areas:
• Accounting operations (accounts payable, accounts receivable, bookkeeping, etc.)
• Budgeting
• Financial reports
• Financial forecasting
• Financial policy and / or delegation of financial authority
• Analysis, recommendations, and financial advice
• Financial systems

* “Recent” is defined as experience normally acquired over the last five years.

The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), and Certified General Accountant (CGA).

• Experience in providing financial advisory services
• Experience in providing financial support and guidance to clients
• Experience in providing briefings to management
• Experience in Internal Control
• Experience in Internal Audit
• Experience in Financial Policy and/or Financial Delegation

• Experience using advanced functions in Excel

The ability to communicate effectively in writing will be assessed via the screening questions on your application. It is essential to succeed in this evaluation in order to move forward in the selection process.

A variety of assessment tools may be used (written examination, Public Service Commission tests, interviews and/or reference checks).

Assessment will occur on an ongoing basis and may take place during the day, evening or weekends. Failure to attend assessment without valid reason will result in the rejection of your candidacy.

A pass mark will be established for each essential qualification. Candidates must meet each essential qualification to be appointed to the position. A candidate may be appointed to the position even though he/she does not meet any or all of the asset qualifications, organizational requirements, or operational needs. However, meeting these criteria is desirable and may be used as a deciding factor in choosing the person to be appointed.

As this process may be used to fill other departmental vacancies, your application (e.g. CV, assessments, results) could be shared with other hiring managers in order for the department to make optimal use of our pools. Candidates who refuse job opportunities, who are not interested in being considered, or who do not respond to communications from ESDC on multiple occasions will be removed from the pool at the discretion of ESDC without prior notice.
