Duties

1. Conducts compliance promotion activities, inspections, compliance verifications, investigations and enforces the provisions of the applicable acts and regulations using a full range of mechanisms and prepares reports on compliance violations by regulated parties, identifies corrective actions and conducts follow-up inspections to ensure that regulated parties meet compliance requirements.

2. Provides scientific, regulatory and technical advice and information to management and contributes to issue prioritization and the development of compliance and enforcement strategies using risk management approach.

3. Does consultations and workshops with stakeholders to inform and educate with respect to the elements and activities of the Program.

4. Evaluates, verifies and investigates complaints, identifies and analyzes emerging trends in health and safety issues with respect to products, sites and activities and recommends and undertakes appropriate action related to their safety.

5. Participation in meetings and committees to contribute to the development of legislation or regulations, guidelines, policies and standards.

6. Provides scientific, regulatory and technical advice and guidance to stakeholders, regulated industry, health care professionals, academia, other government agencies and the Canadian public using a variety of means including responses to individual enquiries, input into public advisories and the development and presentation of seminars.

7. Represents the department, as a Regional spokesperson when responding to media enquiries and at legal proceedings as part of the compliance and enforcement responsibilities.

Intent of the process

This is an anticipatory selection process to create a pool(s) of qualified candidates to staff
future permanent and temporary vacancies in the Consumer Product Safety Program.

This selection process may be used to create a fully assessed and/or partially assessed pools of qualified candidates with various language requirements and/or various security requirements across Canada on a permanent or temporary basis.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in microbiology, chemistry, mechanical engineering, pharmacy, food science, or some other specialty related to the position.

In order to manage the number of applications in this selection process, management may use top-down or random selection at various steps in the process to determine the number of candidates who will continue in the process.

Candidates who have been fully assessed and found to have met all essential qualifications except official language requirements may update their second-language evaluation (SLE) results for as long as the pool is/pools are valid. N.B.: Each candidate can only undergo SLE testing one time within the context of an appointment process; any update to a candidate's linguistic profile must be as a result of subsequent SLE testing done outside of this appointment process.

Candidates from outside the Federal Public Service who are invited to interviews MAY be responsible for their own travel and/or accommodation expenses. Requests for reimbursement of limited travel and/or accommodation expenses MAY be considered by the selection board on a case-by-case basis and will require you to obtain approval from the selection board PRIOR TO making any such travel/accommodation arrangements. In some cases, interviews MAY be conducted by telephone or videoconferencing, where Health Canada facilities are available.

Successful candidates from outside the Federal Public Service who are appointed to temporary positions (for a duration less than 1 year) will be required to pay for their own travel and relocation expenses.

Successful candidates from outside the Federal Public Service who are appointed to a position (permanent or of any temporary duration greater than one year) may be authorized for reimbursement of relocation expenses up to $5,000. This will be evaluated on a case by case basis and the candidate needs to obtain prior approval.
