Duties

Aircraft Certification Standards performs a diversified and varied number of tasks that includes continuously analyzing the current Canadian Aviation Regulations (CARs), Standards, and Guidance and Advisory Materials as they relate to the aircraft certification function, developing rulemaking that improves aviation safety, and promoting the efficient and sustainable use of aviation as part of Canada's transportation system.

Aircraft Certification Standards interfaces with National Aircraft Certification Branch and Regional Aircraft Certification Offices to assist in the development and documentation of the basis of certification to be applied during aeronautical product certification, including the development and issuance of Special Conditions-Airworthiness, to address novel or unusual features, and Exemptions as may be necessary. Aircraft Certification Standards Senior Engineers also research issues related to aeronautical product safety, aircraft and engine environmental emissions, aircraft equipment technical specifications, participate in the development and implementation of various bilateral agreements and arrangements established with foreign countries or authorities, and develop advisory and guidance material related to current aircraft certification processes and design requirements.

Aircraft Certification Standards personnel actively participate in the international harmonization processes. This is done through membership in committees and working groups, such as those set up by the International Civil Aviation Organization (ICAO) and by foreign airworthiness authorities, such as the U.S. Federal Aviation Administration (FAA) and the European Aviation Safety Agency (EASA).

Intent of the process

A pool of qualified candidates may be created and may be used by Transport Canada to staff similar positons with various linguistic profiles and /or various tenures (including Indeterminate/term/acting) in the National Capital Region.

Education:
• Graduation with a degree from a recognized university in an engineering specialty relevant to the duties of the position (e.g. aeronautical engineering).
OR

Degree equivalency

Occupational Certification:
• Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position (e.g. aeronautical engineering).
Note 1: Candidates will be asked to provide proof of education or eligibility for certification.

Experience:
EX1: Significant* experience in the design, development, testing, in-service support or certification of aeronautical products.

EX2: Experience in the development of regulations, standards, or guidance materials** related to engineering activities.

EX3: Experience in providing guidance to others on the interpretation or application of regulations, standards or guidance materials** related to engineering activities.

EX4: Experience in researching technical issues and developing policy discussions related to engineering activities.

*Significant is defined as having three or more years of engineering experience whilst progressively acquiring increased responsibilities related to engineering in the aerospace industry.

**Regulations or standards or guidance materials may include, in addition to government regulations, standards or guidance materials, internal company standards and/or guidance material, staff processes, etc., or standards development with standards organizations such as RTCA, SAE, ASTM, etc.
