This position is located in Iqaluit, Pilimmaksaivik (Federal Centre of Excellence for Inuit Employment in Nunavut). Candidates applying from outside of Iqaluit must be willing to relocate to Iqaluit. The salary range for this position is: $80,274 to $86,788 plus applicable allowances (approximately $18,000/year to $32,000/year), as well as vacation travel assistance (approximately $2,000-$3,000 per person (i.e. the employee and eligible dependents, including spouse/common-law partner), twice per year). Rates and conditions subject to change.

For this selection process, applicants will be considered in the following order:
(1) Those who are Inuit enrolled under the Nunavut Agreement (e.g. Beneficiaries of the Nunavut Land Claims Agreement);
(2) If there are no qualified Inuit enrolled under the Nunavut Agreement, all Canadian residents will be considered for the position.
Located in Iqaluit, Pilimmaksaivik (Federal Centre of Excellence for Inuit Employment in Nunavut) is a new federal office, established in April of 2016. Pilimmaksaivik was created to support a ‘whole-of-government’ approach (one that works across several federal departments and agencies) to support the Government of Canada build toward a representative public service in Nunavut, including its obligations under Article 23 of the Nunavut Agreement.
The Career Planning Specialist position with Pilimmaksaivik will be responsible for providing advice to Nunavut-based federal employees from 11 different Departments and Agencies (including supervisors and managers) to support the career development of Nunavut Inuit employees in the federal public service. This will involve providing direct advice as well as coordinating the development of tools and initiatives to assist in career planning and development.

Please note: This is a term position. It will be staffed through on a term, secondment, assignment, acting or interchange basis commencing in 2018 through until the end of March 31, 2019.
While this position will be staffed immediately on a term basis, there is a possibility it will become an indeterminate position. The intent of this selection process is to staff 2 temporarily positions to commence immediately for a period until March 31, 2019, with the possibility of permanent employment at a later date. We are currently undergoing a process to make Pilimmaksaivik a permanent office.
A pool of partially or fully qualified candidates may be established that could be used by Federal departments / agencies in Nunavut for temporary and indeterminate employment.
Inuit enrolled under the Nunavut Agreement (e.g. Beneficiaries of the Nunavut Land Claims Agreement) who are found qualified in this staffing process will be appointed ahead of other qualified applicants (including persons with priority entitlement and Veterans).

(2) If there are no qualified Inuit enrolled under the Nunavut Agreement, all other applicants will be considered for these positions.

A high school diploma or an acceptable combination of education, training and or/experience.
EXPERIENCE:
E1 - Experience coordinating and leading meetings that include individuals from internal and/or external partners (or stakeholders).
E2 - Experience providing advice or information to the public and/or clients.
E3 - Experience in providing advice and recommendations to management (Manager level and above).
E4 - Experience working in a cross-cultural environment, specifically as it relates to Inuit (culture and values) and non-Inuit populations.

EDUCATION:
AED - Certificate or post-secondary studies in career development planning or career counseling (or similar / relevant fields of study).
EXPERIENCE:
AEX1 - Experience working in a Northern environment.
AEX2 - Experience in providing human resources or career planning services or advice in Nunavut.
KNOWLEDGE:
AK1 - Awareness and/or familiarity of practices or theories used in career planning / counselling.
ABILITIES:
AAB1 - Ability to communicate in Inuktut (orally and / or in writing).
AAB2 - Ability to work in a fast paced environment.
CURRENT AND/OR FUTURE ORGANIZATIONAL NEEDS:
