DESCRIPTION OF THE JOB
Library and Archives Canada (LAC) is looking to grow its Access to Information, Privacy and Personnel Records teams. As the institution which holds the historical records of the Government of Canada (GC), Access to Information and Privacy review are a key step before researchers can access LAC’s archival government holdings. Our team reviews millions of pages of records each year.
Given LAC’s mandate, the work of our ATIP Analysts is challenging, diverse and unique; you may review policy records from Transport Canada about the creation of seatbelt legislation, a Capital Case murder file, or material related to Canada’s security and intelligence efforts all in the same day. You may also review records supporting democratic rights (for example, LGBTQ2SI,and the rights of Indigenous communities). Our Personnel Records ATIP Analysts review thousands of requests from Veterans each year, in order to ensure they receive pensions and benefits in a timely way. You will be responsible for tracking statistics and may be asked to contribute to the writing of reports and procedures.
LAC is innovative as it applies ATIP legislation proactively (before a request is made) to the GC’s archival records using a risk-based approach called Block Review. Each year, LAC opens millions of pages of government records making even more archival material available for Canadians to conduct exciting research on a wide range of topics.
In addition, LAC is always looking to improve its digital workflows to better serve Canadians online, clearly and efficiently, in the way that they expect.
The work at LAC ATIP is challenging and the deadlines tight – but the reward is great! We work directly with a number of stakeholders across Government including Central Agencies, as well as with researchers from coast, to coast to coast. Looking towards the future, there are also short and longer-term opportunities for promotion within the LAC ATIP and Personnel Records teams at the PM-03, 04 and 05 levels.
The ATIP and Personnel Records team is currently located in the downtown core at 395 Wellington St. but is planning to relocate to LAC headquarters at 550 Place de la Cité in Gatineau in the coming months.
A pool of qualified candidates may be established and may be used to staff identical or similar positions within Library and Archives Canada. Tenures may vary according to the positions being staffed.
Once Library and Archives Canada has made their initial appointments, other government departments listed in schedules I and IV of the Financial Administration Act may use this pool to staff their needs in staffing across Canada.

ASSET EDUCATION
A college or university level program or courses dealing with information management, access to information or privacy, legal services and research into documents or paralegal services, archival studies, or other relevant programs or courses.
ASSET EXPERIENCES
Experience working in an Access to Information/Freedom of Information or Privacy team and applying legislation in this context.
Experience working in an archives, on an Information Management team, in the Federal Government or other governmental organization.
Experience working with Access Pro Case Management software.
Experience conducting research in an archives.
ASSET KNOWLEDGE
Knowledge of the Access to Information Act and the Privacy Act
Applicants must complete the Unsupervised Internet Test of Cognitive Ability - Level 1 as part of the screening for this selection process. This test assesses general problem solving and reasoning ability. You will have 60 minutes to complete the test. You must complete the test before you submit your application for this position.
