As Director of Privacy Management, you will be responsible for providing leadership, strategic direction and support to Health Canada and Public Health Agency of Canada programs and services that collect, use or disclose personal information in regulatory, scientific/research and corporate settings; specific areas of responsibility include:
- Ensuring that corporate privacy policies and practices align with legislative requirements and best practices;
- Delivering a wide range of advisory and compliance services in the areas of privacy - including Privacy Impact Assessments, investigation and responses to incidents/breaches - research ethics and information sharing agreements;
- Fostering a culture of privacy by leading and supporting the integration of privacy considerations in institutional activities and decisions, and in the delivery of employee awareness and training; and
- Liaising with the Office of the Privacy Commissioner of Canada, Treasury Board Secretariat, and other federal departments, agencies, provincial ministries of health and institutional stakeholders.

Education
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics
Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Experience
1) Significant* experience in administering privacy legislation, policies and guidelines.
2) Experience in providing strategic advice to senior management (Director General level and above) on complex** issues relating to personal information.
3) Experience in establishing and maintaining partnerships with various stakeholders to achieve program objectives.
4) Experience leading the development and implementation of corporate strategies, plans and monitoring/control systems for privacy risks.
5) Experience in managing financial resources.
* “Significant” refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate's responsibility. It will be assessed on the basis of the scope, complexity and the diversity of the work performed as well as the autonomy required of the candidate to perform the activities. This level of experience is normally achieved through the performance of relevant duties on a regular and continuous basis for a period of approximatively 3 years.
** "Complex" relates to the collection, use, disclosure or retention of personal information, and involves at least two (2) of the following relevant criteria:
- Sensitive or high profile
- Multiple stakeholders/clients
- Precedent setting
- Multi-year or multi-phase
Asset qualifications
1) Significant* experience in administering federal privacy legislation, policies and guidelines.
2) Experience in leading the development of and in managing communications strategies related to privacy at the corporate level.
3) Experience in providing corporate oversight for Privacy Impact Assessments.
4) Experience in leading the development of corporate reports relating to ATIP (e.g. Annual Report to Parliament on ATI or Privay Acts, InfoSource).
5) Experience in leading the development and delivery of training related to privacy or the management of personal information at the corporate level.
