The Strategic Services and Communications Directorate supports the regional DG in corporate planning, relationships with First Nations, government partners, and minister’s office, internal and external communications, and the organisation of ministerial trips and meetings. Working as an analyst in the regional office is the opportunity to gain a diversified experience, a global perspective on the department operations, and to create relationships with provincial and First Nations partners.
Newly created, the Department of Indigenous Services Canada (ISC) offers a dynamic framework that is open to transformation. It works collaboratively with many partners to improve access to high quality services for First Nations, Inuit and Métis. Our vision is to support and empower Indigenous peoples to independently deliver services and improve the socio-economic conditions in their communities.
The Quebec Regional Office of the Department of Indigenous Services Canada is located in the Saint-Roch district, at the heart of downtown Quebec. The regional office team is made up of nearly 180 employees, with a mix of professional profiles.
One term position ending on 31 March, 2019, with potential extension beyond this date. A pool may be established for future needs with various duration as well as various linguistic and security requirements.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Notes: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Relevant experience* in research and analysis of governance and socio-economic development issues related to Indigenous Peoples in Canada or elsewhere in the world.
Relevant public policy experience**.
*Experience 1 will be assessed with a portfolio. Candidates must submit along with their applications a maximum of three documents of which they are the main author and which demonstrate relevant experience in research and analysis of governance and socio-economic development issues related to Indigenous Peoples in Canada and elsewhere in the world. The portfolio can include publications in peer-reviewed journals, research notes or reports, or academic work (essays, chapters from a research paper or a thesis, etc.). Contributions will be assessed in light of the breadth of knowledge they show, their originality, their methodological rigour and the clarity of the arguments. Documents portfolio must be sent by email to Murielle Drouin at by closing date : April 22, 2018 – 23:59, Pacific Time, otherwise your application may not be considered further.
** Experience 2 may have been acquired through research, program or policy development and implementation, or work performed in non-government organizations, volunteer organizations, public administrations, and businesses, consulting firms, think tanks or educational institutions.
(These criteria are not essential, but preference may be given to candidates who have asset qualifications.)
Graduation with a master or a doctoral degree from a recognized university.
Experience in developing and maintaining relationships with several government and non-government partners, such as Indigenous Peoples.
Experience in preparing administrative documents, such as briefing notes, reports or documents for senior management.
Experience in organizational change management.
