Work environment

By delegation of the Treasury Board, and in accordance with the Occupational Health Evaluation Standard, Health Canada’s Public Service Occupational Health Program (PSOHP) is the occupational health service provider responsible for three service lines: Occupational health evaluations, communicable diseases and occupational hygiene. These services are provided to employees of the core public administration. This includes the organizations named in Schedule I and the other portions of the federal public administration named in Schedule IV of the Financial Administration Act (FAA) and also employees’ dependants in the case of assignments overseas or to remote locations in Canada.

As part of a multidisciplinary team of nurses, nurse practitioners, physicians and administriators, some of the Occupational Health Medical Services Manager’s key duties include:
- Manages daily operations, administration and delivery of occupational health (OH) medical services including the delivery of OH nursing services in the Region and managing the daily operation and administration of the regional OH medical clinic(s) in collaboration with the OH Medical Officer(s), Administrative Officer and Regional Manager;
- directly supervises all regional Occupational Health Nurses (may be located across multiple locations / provinces in some regions)
- Serves as the primary point of contact for clients / stakeholders for information on OH medical services in the Regions
- Advises clients / stakeholders on the interpretation of national and regional medical clinic initiatives, policies, guidelines and administrative procedures, in consultation with other team members as applicable
- On occasion, may be required to provide OH nurse surge capacity

Intent of the process

The current need is to fill two (2) positions on term and/ or indeterminate basis. A pool of partially or fully qualified candidates may be established to staff similar or identical positions at Health Canada with various linguistic profiles (English Essential, Bilingual imperative BBB/BBB and/ or CBC/CBC). The requirements as well as tenures (Indeterminate,specified period full time /and or part time ) may vary according to the position being staffed. EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in nursing, nursing administration, nursing education or some other specialty relevant to the position OR a Certificate or Diploma in Occupational Health Nursing from a recognized post-secondary institution.

Degree equivalency

OCCUPATIONAL CERTIFICATION
Eligibility for registration as a registered nurse in a province or territory of Canada.

EXPERIENCE:
Recent* and significant** experience in the direct provision of 3 out of the following 6:

1) Disability management services
2) Immunizations
3) Tuberculin Skin Tests (TSTs)
4) Occupational health assessments
5) Occupational audiometry
6) Occupational spirometry

*Recent: refers to experience normally acquired within the last five (5) years.

** Significant experience means experience obtained by the candidate representative of the depth and breadth of experience that would normally have been gained performing the duties for a period of approximately two (2) years.

EDUCATION:
A Bachelor’s degree or Master’s degree or Diploma in Adult Education from a recognized post-secondary institution

Degree equivalency

OPERATIONAL REQUIREMENTS:
For certain positions, incumbents must be a member in good standing as a registered nurse in the additional provinces or territories where the work is required and performed.

Conditions of employment

Secret security clearance - CONDITIONS OF EMPLOYMENT:
Current registration in good standing as a registered nurse in the province or territory where the position is located.

Possession of a valid driver’s license or personal mobility to the degree associated with possession of a valid driver’s license (such as public transportation).

Ability to manually lift and carry equipment safely to a maximum of 20 kg when travelling from the office location to deliver services.

Overnight and same day travel from the office location to a variety of work sites to deliver services is a requirement of this position.

Due to operational requirements, teleworking arrangements are not permitted.

Willingness to adjust work hours on occasion based on operational needs; may be required to work overtime on weekdays or weekends.

Willingness to wear personal protective equipment (PPE).
