DND is looking for new leaders to join their science and technology (S&T) management team at the DS-06 or EX-01 level and is soliciting interest for various positions across ADM (S&T), Defence Research and Development Canada (DRDC) and its partner centres in DND.
We are looking to fill positions in the following categories:
CATEGORY 1 :
Domain Chief Scientist (2 positions).These positions are responsible to develop, maintain, and provide scientific expertise for policy and strategy. This includes the provision of high level science-based advice, S&T outlook and technology impact assessment. The Domain Chief Scientist identifies and maintains strategic partnerships and collaborations nationally and internationally, advises on S&T program formulation, and is the lead for strategic S&T capability management in their science domain. The Domain Chief Scientist is the Professional Development Manager for Defence Scientists in their domain and contributes to strategic initiatives such as innovation and Open Science. At this time, we are seeking candidates for the Chief Scientist of Social and Behavioural Sciences for the DRDC Toronto Research Centre, Toronto; and the Chief Scientist of Social and Behavioural Sciences in the Director General Military Personnel Research and Analysis group, Ottawa.
CATEGORY 2 :
Domain Director of Safety and Security Knowledge and Technology (3 positions). These positions are responsible for providing strategic leadership, direction, management and administration of S&T expertise and investments across domestic and international public safety and security constituencies. Their principal role is to aid in defining safety and security research and innovation investment priorities in their domain of interest, and to oversee project evaluation, selection and subsequent execution and delivery. At this time, we are seeking candidates for three Director positions at the DRDC Centre for Security Science, Ottawa. These are: Director of Knowledge and Technology: Community Safety; Director of Knowledge and Technology : Security and Director Strategic Planning and Operations: Safety and Security
The Defence Science (DS) Group is career managed within a person-oriented system. Level and salary on initial appointment will be based on the assessment of the current state of professional development of the individual in accordance with the DS Pay Plan. Candidates will be assessed against the DS characteristics of Knowledge and Expertise, Personal Interactions and Communications, Creativity, Productivity, Impact, Recognition, and Responsibilities. Promotions and salary progression during the career are based on performance as described in the DS Pay Plan. The successful candidate who is not currently a DS will be appointed to the DS group at a level commensurate with their current state of professional development, and in accordance with Treasury Board Terms and Conditions of Employment Policy.
The EX group and level positions are subject to the policies and directives pertaining to the Executive (EX) group, including the Directive on Executive Compensation and the Directive on the Performance Management Program (PMP) for Executives, including performance awards.
As the largest component of the federal science community, and with the recent release of Strong, Secure, Engaged: Canada’s Defence Policy, S&T leaders in DND play a critical role in delivering on Canada’s defence and security priorities, strengthening Canada’s knowledge base, and demonstrating scientific excellence at home and abroad.
DRDC is the S&T agency of DND. It provides integrated science advice, knowledge and technical solutions to address today’s defence and security challenges, and ensures the Department and clients have access to S&T capabilities for strategic advantage into the future. Its capabilities span all scientific disciplines, including natural and physical sciences, health sciences, and social and behavioural sciences.
DRDC works with industry, academia, allies, other government departments, and the public safety and national security community, and delivers solutions for DND, the Canadian Armed Forces (CAF), as well as public safety and national security partners.

In the future, DRDC may staff in various locations across Canada and abroad such as Suffield (Alberta); Toronto (Ontario); Ottawa (Ontario); Valcartier (Quebec); Dartmouth (Nova Scotia), and in London (England).

ESSENTIAL (MANDATORY) EDUCATION
ED01 : Graduation with an acceptable degree from a recognized university in science (e.g. natural, physical, social or health sciences), engineering, or other specialty relevant to defence, safety and security science and technology (S&T).
ESSENTIAL (MANDATORY) EXPERIENCE
EX01: Recent (1) experience leading and delivering complex (2) innovative research programs and projects in relevant scientific/technology fields.
EX02: Recent (1) experience in providing strategic and operational advice to senior leadership (3) on complex (2) issues related to the design, development, delivery and exploitation of science and technology (S&T) programs or projects.
EX03: Recent (1) experience in building and sustaining relationships and partnerships with a variety of stakeholders, such as with industry, academia, non-government organizations, international partners and government agencies.
EX04: Recent (1) experience in managing financial and human resources (4).
NOTES:
(1) “Recent” means for a period of approximately three (3) years within the last five (5) years.
(2) “Complex” is defined as including at least three (3) of the following characteristics: multi-disciplinary, multi-jurisdictional, sensitive/confidential, affecting many partners or stakeholders, precedent setting, significant media interest, or having a major impact on organization operations, capabilities, or programs.
(3) “Senior leadership” is defined as Director General, Senior Director in the private sector; and Assistant Deputy Minister/Vice-President levels (or above), or positions of equivalent scope, accountability, and responsibility.
(4) Some examples of managing financial resources may include: full delegation for a budget, and resource planning (e.g. forecasting, allocating budget), managing (e.g. monitoring, adjusting), and reporting (performance measurement). Applicants must indicate the size of the budget they managed directly and indirectly. Some examples of managing human resources may include: managing through subordinate teams, assigning work, establishing vision, directions, priorities, managing performance, developing resourcing plans, determining workforce needs and managing talent and approving training.

OPERATIONAL REQUIREMENT
There is a need to work extended hours on occasion, including on short notice.
Secret security clearance - or Top Secret clearance.
Note: Security is not a factor used at the initial screening stage, as the Department is responsible for the security clearance process.

TOP DOWN APPROACH
Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications.
A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment. Asset (desirable) criteria and/or organizational needs may also be applied at the screening stage.
PERFORMANCE EVALUATION
