EDUCATION:
Graduation with a bachelor’s or master’s degree from a recognized post-secondary institution* or acceptable combination of education, training and/or experience.
* Recognized post-secondary institution: A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.
EXPERIENCE:
EX1: Significant (1*) experience in leading the development and implementation OR the management of one of the following elements related to the security field.
• Programs
• Policies or directives
• Operational service delivery
EX2: Experience in building partnerships with a variety of internal and external stakeholders towards the achievement of a common objective.
EX3: Experience in providing, verbal and written, strategic advice and recommendations to senior management on complex issues (2*).
EX4: Significant (1*) experience in managing human resources (3*).
EX5: Experience in managing financial resources (4*).
Definitions:
1* ''Significant'' experience means the depth and breadth of the experience normally acquired by performing a broad range of various related activities for a minimum period of three (3) years.
2* ''Complex issues'' are issues with two (2) of the following characteristics: multidimensional or horizontal, sensitive or confidential, holding significant risk, affecting many partners or stakeholders, having a major impact on the public service, or having a potential for significant media coverage.
3* Managing ''Human Resources'' is defined as: assigning work, establishing performance objectives and indicators, performance management evaluation, developing resourcing plans, determining needs and approving training, etc. You must clearly demonstrate that you have managed Human resources and indicate the number of staff you supervised.
4* For ''Financial Management'': You must show evidence of managing a budget, either directly or indirectly. Some examples of managing financial resources may include: full delegation for a budget, forecasting, planning, budget allocation, reporting, etc.
ASSET QUALIFICATIONS:
AEX1: Experience in intelligence analysis related to security management at a national and/or international level.
AEX2: Experience in corporate security and/or emergency management.
AEX3: Experience in leading change management in the context of a large project or program.
AEX4: Experience in the planning, delivery and management of IM/IT services and/or projects.
AEX5: Experience in leading investigations of alleged and/or confirmed security breaches and/or violations.

GUIDELINES ON HOW TO COMPLETE YOUR APPLICATION

• HOW TO STRUCTURE
You must submit a cover letter which clearly demonstrates how you meet each of the screening criteria (i.e. education, essential experiences and any asset experiences that apply). You must meet all the essential qualifications in order to be appointed to the position. The effective approach is to use the education and experiences (essential and assets) as a header and write one or two paragraphs for each demonstrating how you meet that criterion.
• WHAT CONTENT ARE WE LOOKING FOR
You must provide concrete and detailed examples. We encourage you to describe in detail when, where and how you gained the experiences. As an example, this could include a description of context, priority of the requirement, level of influence and engagement, degree of complexity of the problem, undertaken actions and outcomes. The screening board will not make any assumptions about your experience. It is not sufficient to say that you have the required qualifications or to list your current duties. Please pay attention to the definitions.
Your resume may be a secondary source to confirm the experience described in the cover letter. Applications that do not clearly demonstrate that the candidate meets the screening criteria will not be given further consideration. You will not be solicited for incomplete or possible missing information.

TOP DOWN APPROACH
Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications. A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment. Asset (desirable) criteria and/or organizational needs may also be applied at the screening stage.
