The Evaluation, Performance Measurement and Review Branch (EPMRB) at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) (formerly Indigenous and Northern Affairs Canada) is seeking an experienced Evaluation Officer that is passionate about contributing to reconciliation with Indigenous peoples and supporting the Department in achieving results for Canadians.
Evaluators within the branch are currently contributing to program evaluations that deal with a wide range of subject areas. Further, in the context of reconciliation and the building of a nation-to-nation relationship, our practice is to explore new ways to engage with Indigenous partners in the conduct of evaluations.

The immediate need is indeterminate. The position to staff is with the Audit and Evaluations sector. However, if you are found qualified you could be considered for opportunities with various tenures in other sectors of the Crown-Indigenous Relations and Northern Affairs Canada and Indigenous Services Canada in the National Capital Region.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
The term degree refers to a baccalaureate as established by educational authorities.
EXPERIENCE
Recent and significant experience* conducting program evaluations or research studies and in employing the use of both quantitative and qualitative evaluation or research techniques.
*Recent and significant experience is defined as the depth and breadth of experience normally associated with the performance of the duties for a period of approximately three (3) years within the past seven (7) years.
Experience in the design, development and implementation of social science research studies or evaluations.
Experience contributing to performance measurement in support of evaluation, or management or decision making.
Experience analyzing various types of socioeconomic data.
Experience writing and reviewing evaluation or research reports.
Experience working as part of a team on evaluations or social science research projects.
ASSET QUALIFICATIONS
( Not essential, but preference may be given to candidates who possess asset qualifications)
Experience doing work in an evaluation or performance measurement unit.
Experience with Indigenous or Northern issues and research, and interacting with Indigenous or Northern peoples.
Experience working with stakeholders such as government organizations, academia and non-government organizations.
Experience using data or statistical analysis software.
Experience working with consultants.
EDUCATION:
Graduation with a Master’s Degree from a recognized university in a relevant field.
