Develops, researches and delivers business requirements and procedures; conducts research and special studies on compensation issues and advises on the application of legislative requirements to determine the impact on compensation systems and to improve government wide compensation applications, systems, processes and client services; manages a multi-disciplinary team and/or provides functional direction to other stakeholders; plans, develops and implements test plans, test scenarios and test cases.

The intent of this appointment process is to staff four (4) AS-05 positions at BBB/BBB level. A pool of partially qualified candidates may be established through this process to staff identical or similar positions (such as Indeterminate, Assignments, Secondments, Specific Periods and Acting Assignments with various languages profiles English or French Essential, Bilingual imperative BBB/BBB and CBC/CBC) and various security requirements (Reliability and Secret)within Public Services and Procurement Canada.

Education:
Secondary school diploma or an acceptable combination of education, training and/or experience.
EXPERIENCES:
EX1 - Experience in establishing and maintaining relationships with clients and key stakeholders.
EX2 - Experience reviewing, interpreting and applying policies, procedures or legislation;
EX3 - Experience validating the quality and integrity of system data by conducting quality assurance processes;
EX4 - Recent* and Significant** experience implementing and supporting a PeopleSoft Human Resources Management System and/or a Pay management system. (Implementing and supporting is defined as the experience acquired by performing requirements gathering, analysis, writing functional specification documentation and testing);
EX5 - Experience working on a project team and being responsible for the execution of various deliverables.
DEFINITION:
(*) Recent experience: is defined as experience within the last two (2) years.
(**) Significant is defined as the breadth, depth, and complexity of experience normally associated with full time performance of duties for a period of approximately two (2) years.

K1 - Knowledge of systems development life cycle activities;
K2 - Knowledge of Oracle/PeopleSoft Human Resources and/or Pay System, version 8.9 or higher.

A3 - Ability to supervise staff;
A4 - Ability to communicate effectively orally;
A5 - Ability to communicate effectively in writing.

ASSET QUALIFICATION:
AED1 - Business Analyst certification;
AEX2 - Experience working with/supporting compensation related functionality and/or experience in the implementation/support of Phoenix;
AEX3. Experience supervising staff.
OPERATIONAL REQUIREMENT:
- Willingness and ability to work overtime, often on short notice for some positions.
Various security clearance levels: Secret or Reliability Status.
