The PSC is located in a brand new building at 22 Eddy Street, in the heart of downtown
Gatineau. Our location is easily accessible and is located near Terrasses de la Chaudière and just a few kilometers away from downtown Ottawa. Our facilities meet the new 2.0 office concept and is WI-FI ready throughout the building. Our employees also have access to showers, changing rooms and reserved spaces for bicycles, which is ideal for those wishing to travel to work by bike, running or walking while using the nearby bike paths. Moreover, the PSC launched in March, a pilot project for active workstations, which now enables our employees to work while walking on treadmill or pedaling on stationary bike.
A pool of qualified candidates may be established to staff identical or similar positions on an indeterminate or term basis with various linguistic profiles within the Public Service Commission in the National Capital Region and Halifax.
This pool may be used to staff similar positions in other organizations within the core public administration.

EDUCATION:
-Graduation with a degree (a bachelor or higher degree) from a recognized post-secondary educational program with a specialization in computer science, or similar technical field of study.

**Significant experience is defined as experience that was a core part of the applicant’s employment for a period of two (2) years

STREAM 1: Software developer Team leader:
- *Recent and **Significant experience developing software using object oriented languages.
-*Recent experience with the agile methodology.
STREAM 2: Project Management :
- Significant experience contributing to the creation, execution and maintenance of an IT project plan integrating activities from multiple stakeholders with multiple IT functions and IT units.
- Experience providing coaching and support to project team members in the consistent application of project management standards and best practices including one or more of the following: reporting, risk and issue management, project scoping, schedule management, and business case/outcome management.
STREAM 3: IT Infrastructure and Operations Team leader:
- *Recent and **Significant experience in the provision of client services in an IT operational environment
- *Recent and **Significant experience in developing and implementing IM/IT processes or procedures
- *Recent and **Significant experience in working as an IM/IT professional in one or more of the following areas:
o Incident Management
o Problem Management
o Configuration Management
o Change Management
o Release Management
o Asset Management
o Database Management
o Liaison with Shared Service Canada (SSC)
- *Recent experience in participating and contributing on IM/IT multidisciplinary project teams.
STREAM 4: Enterprise Data Warehouse and Business Intelligence Team leader:
- *Recent and **Significant experience in the architecting, building and managing enterprise data warehouse.
- *Recent and **Significant experience in creating and maintaining ETL processes and scripts.
- *Recent and **Significant experience in structuring, transforming and architecting data for various BI tools such as SAS, Tableau etc.
STREAM 5: Software development technical advisor
- *Recent* and **significant in working with multidisciplinary teams to implement complex IM/IT solutions.
- *Recent and **significant experience in collecting and analyzing information from various sources to support the development or implementation of solutions for a system
- *Recent* and **significant experience in providing technical recommendations, direction and guidance to software development teams.

STREAM 6: Quality Assurance Team Leader:
- *Recent and **Significant experience in quality assurance with regard to testing custom software and web applications.

KNOWLEDGE:
- Knowledge of industry or government of Canada standards and best practices with respect to IT project management.

EDUCATION:
- Master’s degree from a recognized university in computer science, information technology, information management, business administration, engineering, or another specialty relevant to the position to be staffed.
- Valid and current professional certification such as Project Management Professional (PMP), Projects in Controlled Environments, version 2 (PRINCE2), CISSP, TOGAF, COBIT, ITIL, or other professional certifications relevant to the position to be staffed.

EXPERIENCE:
- Experience with the human resource management of a team which includes setting objectives and managing and evaluating work performance.
- Experience with the creation of Statement of Works (SOW) or Task-Based Authorizations or evaluating RFP
- Experience in leading staffing processes related to IM or IT positions.
- Experience contributing to open-source development projects.
- Experience in software development using Java Spring framework.
- Experience developing software in a continuous integration environment.
- Experience developing software using containers such as Docker.
- Experience developing and maintaining schedules using Microsoft Project.
- Experience conducting risk analysis and developing associated mitigation strategies and contingency plans.
- Experience in the delivery of Infrastructure as a Service or Platform as a Service environments.
- Experience with PostgreSQL, Oracle, MySQL Database.
- Experience performing data analysis with R or Python.
- Experience performing data analysis with SAS.
- Experience developing project written material such as charter, scope, change requests, status and progress reports, briefing notes, business process model, communication products or presentations.
