Provide: Strategic guidance, advice and recommendations to management in support of geomatics development and operational projects; studies and analysis required for management; coordination and attainment of the objectives of ESDC program and policy development; and support internal and external clients’ requirements.
Coordinate leadership of Geomatics projects and staff involved in the strategic development and maintenance of Geographic Information Systems (GIS), geospatial databases, and services to support ESDC program and policy development and program operations.
The purpose of this process is to staff one (1) position on an indeterminate basis.
A pool of qualified candidates will be established and may be used to staff similar positions with various tenures (acting, permanent and temporary).

EDUCATION:
Successful completion of two years of a post-secondary program with acceptable specialization in geography, social science, statistics, library/archival work or a law-related field.

1.An indeterminate incumbent of a former SI position who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated in Part B above, is deemed to meet this minimum educational standard based on his/her education, training and/or experience. He/she must be accepted as having met the minimum educational standard for appointment or deployment to Part B EC positions. This note also applies to a person appointed or deployed for an indeterminate period to a
Part B EC position after that date as the result of a staffing transaction started before June 22, 2009.
2.At the manager's discretion, an acceptable combination of education, training and/or experience that is comparable to the minimum education stated above, may serve as an alternative. Whenever the minimum educational standard is met through an alternative, it is met only for the position being staffed, and a candidate must be re-assessed for future appointments and deployments if the manager has asked for this alternative.
3."Social science" includes economics, political science, sociology, anthropology, history, psychology, geography, criminology, and other disciplines associated with social science. "Library/archival work" includes gallery and museum functions.
4.It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines whether the courses taken by a candidate correspond to two years of a post-secondary program at that institution.
EXPERIENCE:
E1- * Significant and recent experience in managing and coordinating geomatics projects, supervising tasks assigned to team members and assuring the quality of products and services.
E2- * Significant and recent experience in coordinating, planning and liaising with internal clients to deliver geomatics products and services related to socio-economic programs or to support socio-economic research.
E3- ** Experience in providing strategic guidance, advice and recommendations to management.
E4- ** Experience in developing and maintaining partnerships with a broad variety of stakeholders (internal and external to your organization) (governmental and/or private sector).
*Significant experience is defined as the depth and breadth of experience normally associated with full-time performance of duties for a minimum of two (2) years.
** Recent experience means experience gained within the last two (2) years.

KNOWLEDGE:
K1- Knowledge of GIS software such as MapInfo, Arc GIS and Cartovista.
K2 – Knowledge of current technologies and developing trends in geomatics and their potential application to improving Employment and Social Development Canada’s policies, programs and operations.

EDUCATION:
Graduation with a master’s degree or PHD from a recognized post-secondary institution with acceptable specialization in geomatics, economics, sociology or statistics.
EXPERIENCE:
AE1 - *Significant and recent experience in using GIS software to produce geospatial analytical reports or maps
AE2 – **Recent experience participating in the implementation of ArcGIS Server in your organization.
*Significant experience is defined as the depth and breadth of experience normally associated with full-time performance of duties for a minimum of two (2) years.
** Recent experience means experience gained within the last two (2) years.
KNOWLEDGE:
AK1 – Knowledge of ArcGIS Server.
AK2 - Knowledge of the major socio-economic policy issues facing Canadian society as they relate to the Government of Canada.
AK3- Knowledge of Employment and Social Development Canada’s mandate, priorities and programs.
AK4- Knowledge of geospatial data sources used in socio-economic research and analysis such as the Canadian Census Geography, Postal Code Conversion File, National Road Network, Open Street Map, etc.
Operational Requirements
