Duties

DISPUTE RESOLUTION BRANCH
The mandate of the Dispute Resolution Branch is to resolve disputes regarding federal transportation services, rates, fees and charges as well as to ensure Canada's national transportation system is accessible to all persons, including persons with disabilities. The Agency also executes its dispute resolution mandate through the development of resource tools and regulatory and non-regulatory standards and by monitoring compliance with the standards. Senior Analysts support the mandate by resolving disputes through facilitation or mediation, and by supporting the Members through the adjudication process, as well as by developing or updating standards and resource tools and by monitoring compliance with these standards.

DETERMINATIONS AND COMPLIANCE BRANCH
The mandate of the Determinations and Compliance Branch is to provide approvals, issue licences, permits and certificates of fitness, and make decisions on a wide range of matters involving federal air, rail and marine transportation.Senior Analysts contribute to the success of these programs by providing expert advice on rail liability insurance, the evaluation of Canadian airline ownership and control and on marine coasting trade. Senior Analysts support the mandate by supporting the negotiation and administration of air transport agreements, by providing expertise on regulatory projects, and by conducting other complex analysis involving corporate and financial information for rail and air.

EDUCATION:

STREAM 3:
Significant* and recent** experience as a mediator.

*Significant experience is defined as the depth and breadth of experience associated with having performed a broad range of related activities as the MAIN function for a minimum of 12 months. EDUCATION:
Recognized professional Accounting Designation (CPA, CA, CMA; CGA).

Degree from a recognized university in dispute resolution or a professional designation from a recognized institution in dispute resolution.

Post-graduate degree from a recognized university in a field related to the duties of the position such as finance, economics, commerce, law, international affairs, business, social sciences, human rights (or other relevant field of specialization will be considered).

Recognized Law Degree (LL.B., J.D., B.C.L.).

Degree equivalency

EXPERIENCE:
Experience in facilitating, mediating or supporting the adjudication or arbitration of disputes.

Experience writing public decisions related to disputes.

Experience working in the transportation sector (public or private).

Experience in resolving disputes concerning complex regulatory or policy issues having a direct public or commercial impact.

Experience participating in bilateral or multilateral negotiations with provincial authorities or other countries.

Experience in analyzing issues pertaining to the administration of international air agreements/arrangements.

Experience in providing advice related to commercial lending, accounting or financial analysis.

OPERATIONAL REQUIREMENTS:

Applicants must successfully write Public Service Entrance Exam (PSEE) (and) (Written Communication Proficiency Test (WCPT) (or) Examen de compétence en communication écrite (ECCÉ)).

Public Service Entrance Exam UIT

Applicants must complete the Public Service Entrance Exam Unsupervised Internet Test as part of the screening for this selection process. This exam consists of two sub-tests: the Test of Reasoning and the Test of Judgement. While all applicants are asked to take the first sub-test, you will only be invited to take the second sub-test if additional information is required to complete the assessment. You will have 90 minutes to complete the Test of Reasoning and 75 minutes to complete the Test of Judgement (if required). You must complete the test(s) before you submit your application for this position.
