At Public Services and Procurement Canada in the Western Region, we are looking for dynamic and innovative HR professionals who are interested in a challenge and an opportunity to work in an environment of continuous innovation and improvement.
As an HR Advisor and Business Partner, you have the opportunity to be a subject matter expert within the organization and acting as an advocate for your clients to meet their business priorities. Opportunities exist in three (3) HR functions: Learning and Talent Management, Staffing, and Labour Relations. You will liaise with a number of HR teams to support the client and expand your knowledge of different HR disciplines.

- Working in collaboration with other HR disciplines to develop integrated HR solutions that are relevant, responsive and timely

This anticipatory selection process will be used to create a pool of qualified candidates in order to staff future permanent or temporary vacancies at Public Services and Procurement Canada in Edmonton. Linguistic profiles requirement as well as tenures and/or security clearance may vary according to the position being staffed.
The pool could be used to offer acting appointments, assignments, secondments or deployments.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology or any other field relevant to the work to be performed.
Experience:
Stream 1: Staffing
- Recent* and significant** experience in providing strategic advice and guidance to management on complex*** staffing issues.
- Recent* experience in identifying, developing and implementing staffing and recruitment strategies
Stream 2: Labour Relations
- Recent* and significant** experience in providing strategic advice and guidance to clients and management on complex*** labour relations issues
- Recent* experience in drafting labour relations documents for management (such as grievance responses, discipline letters, termination notices and/or briefing notes).
Stream 3: Learning and Talent Management
- Recent* and significant**experience in providing strategic advice and guidance to management on organizational learning issues and employee development.
- Recent * experience in conducting learning needs analysis and in working with internal and external stakeholders to identify, assess, negotiate and/or facilitate learning and development events or programs.
*Recent experience is normally acquired by carrying out those duties within the past three (3) years.
**Significant experience refers to the depth and breadth of the experience associated with having performed a wide range of complex tasks normally over a period of two (2) years.
***Complex is defined as having worked on a variety of files or projects which require research, analysis, consultations and consideration from the perspective of applicable legislation, policies and guidelines.
Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, business administration or organizational development.
Experince:
- Experience in Human Resources Planning.
- Experience in preparing and delivering information or training sessions to various levels of management.
- Experience with PeopleSoft
