Duties

Reporting to the Director of the Positioning, Navigation and Timing Office, the successful candidates would:

• Conduct research and interpret information on topics associated with positioning, navigation and timing systems, services, and applications
• Review and/or lead projects
• Prepare summaries and assessments for internal briefing products or for external communications;
• Liaise with stakeholders (governments, academia, private sector and non-profit representatives).

Work environment

Global Navigation Satellite Systems (GNSS) are used extensively for providing precise information on positioning, navigation, and timing (PNT). A diverse set of systems rely on GNSS, including our telecommunications networks, electrical grids, financial systems, and navigational systems (air, land and sea). Positioning and navigation capabilities are enabled through GNSS technology for use in construction, farming, surveying, and fleet management. New demands for higher accuracy and more resilient PNT services have resulted from technological advances in the following fields:

• machine automation (e.g., autonomous vehicles),
• emergency preparedness (e.g., early detection of tsunamis, earthquakes), and
• precise boundary surveys for land administration.

ISED hosts a coordination office to support collaborative activities aimed at increasing resilience of PNT related systems and infrastructures.

Intent of the process

A pool of qualified candidates may be created to staff similar positions within Innovation, Science and Economic Development Canada with various language requirements (english essential or bilingual imperative BBB/BBB), various tenures (permanent or term) and various security requirements (reliability or secret).

EDUCATION

Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.

OCCUPATIONAL CERTIFICATION

For both the EN-ENG-03 and EN-ENG-04 positions:

• Eligibility for certification as a Professional Engineer in Canada.

ASSET EXPERIENCE

For the EN-ENG-04 position only:

• Experience in project management
• Experience in performing risk management activities for the purpose of critical infrastructure protection
• Experience working in the fields of telecommunications engineering***

***May include but not limited to:
- Interpreting and analyzing interference problems
- Conducting theoretical analysis of radio system designs and link budgets
- Conducting electromagnetic compatibility studies between radio communication systems or services.

• Experience providing technical advice and guidance to management.

For the EN-ENG-04 position only:

• Recent experience* providing a range of engineering services** related to equipment, systems or services in one or more of the following disciplines:

- Electrical
or
- Telecommunications
or
- Computer (Information Technology)
or
- GNSS/PNT (Global Navigation Satellite Systems/Positioning, Navigation and Timing).


* Recent experience is defined as experience normally associated with the full-time performance of duties for 2 years within the last 5 years.

** Engineering services may include, but are not limited to:

- Planning AND conducting engineering studies such as interpreting and analyzing interference problems or conducting theoretical analysis of radio system designs and link budgets or conducting electromagnetic compatibility studies between radio communication systems or services
- Performing analysis based on experimentation or measurements or simulation or modelling of systems
- Developing project management plans as part of modernizing a system or equipment
- Acting as a technical expert in the drafting of technical specifications
- Acting as a technical expert in the evaluation of engineering studies and reports.
