Intent of the process

ANTICIPATORY: A pool of qualified candidates may be established through this process to staff similar positions with various language requirements (English Essential, French essential or Bilingual) and profiles (BBB/BBB and CBC/CBC), security requirements and/or tenures (indeterminate, specified period, assignment/secondment, acting appointment and extension of acting appointment), within Environment and Climate Change Canada.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

• Recent* experience researching and analyzing national programs or strategic policy issues and developing recommendations and advice for senior management***
• Recent* experience preparing briefing materials for senior management***
• Experience consulting and collaborating, with various levels of government or external stakeholders .
• Experience contributing to multi-disciplinary project teams

*Recent experience is defined as experience obtained within approximately the last five (5) years

***Senior Management is defined as Director Level (or equivalent) and above

Stream 2: EC-06
• Significant and recent** experience developing and delivering written and oral briefings to senior management***
• Significant and recent** experience researching and analyzing national program or strategic policy issues and developing recommendations for senior management***
• Experience leading consultations or collaboration with various levels of government or external stakeholders
• Experience building consensus with colleagues at the intradepartmental level and interdepartmental level

** Significant and recent experience is defined as experience associated with the performance of a large number of complex activities, taking into consideration the scope of duties and responsibility level normally possessed by an individual who has done this work for approximately two (2) years within the last five (5) years.

***Senior Management is defined as Director Level (or equivalent) and above

Master’s degree or a PhD from a recognized university with acceptable specialization in a discipline relevant to the duties of the position.

Degree equivalency

• Experience in policy or program work in a science-based environment.

• Experience in planning and conducting cost-benefit analysis for policy or regulatory proposals
• Experience developing and/or implementing program and/or performance measurement strategies in the context of the Government of Canada
• Experience participating in the development or delivery of regulations
• Experience participating in the development of Treasury Board Submissions, memoranda to cabinet, legislation and/or regulations reform.
• Experience in project management.
