The Department of Canadian Heritage is looking for a semantic web expert to join the Canadian Heritage Information Network (CHIN). Your role would be to support CHIN`s effort as it explores exciting new ways to share data on line using Linked Open Data to enrich information provided by Canadian museums and to enhance access to Canada’s cultural and heritage collections for researchers and the public.

Intent of the process

The purpose of this process is to staff one indeterminate position within Canadian Heritage Information Network (CHIN).

A pool of fully qualified or partially qualified candidates may be established to staff similar or identical positions at the EC-05 group and level, with various tenures (indeterminate, specified period), various bilingual imperative or non-imperative linguistic profiles (CBC/CBC, CCC/CCC) and various security requirements (secret and reliability) within Canadian Heritage in the National Capital Region.

EDUCATION
Graduation with a degree* from a recognized post-secondary institution with an acceptable specialization in social science or statistics and a specialization in museum studies, library or archival studies, information management or information technology.

*The term “degree” refers to a baccalaureate as established by educational authorities.

NOTE: an acceptable combination of education, training and/or experience that is comparable to the minimum education stated above, may serve as an alternative.

Degree equivalency

EXPERIENCE
- Experience in analysing and proposing data models for Information Technology (IT) projects.
- Experience in working with Linked Open Data (LOD) or the semantic web.
- Experience in leading and conducting data cleanup projects.
- Experience in planning, coordination and executing projects.

Information on language requirements

KNOWLEDGE
- Knowledge of tools and technologies for the development of LOD.
- Knowledge of different data models suitable for LOD, for example, Wikidata or Schema.org.
- Knowledge of vocabularies and authorities in the heritage and cultural sector, for example, Art & Architecture Thesaurus, Nomenclature for Museum Cataloguing, Union List of Artist Names, Artists in Canada.

ABILITIES

- Master’s degree in museum studies, library science, information management, computer science, information technology or a related field.

Degree equivalency

- Experience in using semantic technology such as Resource description framework (RDF), Web Ontology Language (OWL), or SPARQL query language.
- Experience with semantic aggregations.
- Experience working with cultural or museum datasets and data standards.

- Knowledge of museums standards such as Cataloguing Cultural Objects (CCO), Lightweight Information Describing Objects (LIDO), the CIDOC Conceptual Reference Model (CRM).

OPERATIONAL REQUIREMENTS
- Willingness and able to travel within Canada.
- Willingness and able to work overtime.
