Canada Economic Development for Quebec Regions (CED) contributes to the economic well-being of Quebec regions by assisting businesses, communities and the organizations that support them through its network of business offices across Quebec.

The Director of a business office leads a team of economic advisors whose main responsibilities are to develop businesses, establish partnerships with economic development stakeholders in the region served by the business office, and analyze and follow up on funding applications from SMEs and economic development organizations. The Director manages human resources and is accountable for a grants and contributions budget and an operating budget. The director reports to a General Director.

ESSENTIAL QUALIFICATIONS:
EDUCATION:
Bachelor’s degree in administration, business administration, commerce, finance, regional development or any other specialization related to the position’s duties OR an acceptable* combination of education, training and/or experience.
* The acceptable combination must always include, at the very least, a bachelor's degree.
EXPERIENCE:
• Recent and significant** experience in delivering a government economic program or in managing regional, industrial, sectorial or market economic development initiatives.
• Recent and significant** experience in managing human (1) and financial (2) resources.
• Recent and significant** experience in presenting information, recommendations and strategic advice to senior management.
• Experience in establishing and maintaining internal and external governmental or non-governmental partnerships.
** Recent and significant experience is defined as a depth, breadth and variety of experience associated with having performed a broad range of complex activities related to this task and acquired over a period of at least one (1) year in the past three (3) years.
(1) In regard to human resources management experience, applicants must clearly demonstrate that they have directly supervised employees, assigned tasks, and managed and assessed performance. They must also state the number of employees they supervised.
(2) In regard to financial resources management experience, applicants must demonstrate that they have managed and been accountable for an operating and/or grants and contributions budget and/or a loan portfolio. They must also specify the size and type of budget for which they are or were responsible.

ASSET QUALIFICATIONS:
EDUCATION:
Master’s degree from a recognized university with a specialization related to the position’s duties.
EXPERIENCES:
Experience in delivering programs or initiatives that provide assistance for businesses.
Experience in designing and developing directives for managing programs or initiatives of an economic nature.
KNOWLEDGE:
Knowledge of economy structure of Quebec and of economic development challenges facing Quebec's regions and businesses.
ORGANIZATIONAL NEEDS:
Preference may be given to candidates self-identifying as belonging to one of the following Employment equity groups: women, Aboriginal person, person with a disability or a member of a visible minority group.
OPERATIONAL REQUIREMENTS:
Willingness to travel.
Willingness to work overtime on short notice.
Valid driver’s licence.
