The work is being performed in a police detachment environment. This results in occasional exposure to intoxicated, mentally unstable, hostile and potentially violent individuals to victims of crime or relatives of accident victims who may be distraught. The work is performed in an open office environment. It involves tight deadlines, time pressures, frequent interruptions, conflicting priorities and exposure to unsettling or graphic material.

DUTIES
Determining, designing, developing and/or implementing data collection strategies, techniques and methods used in the crime analysis/intelligence process by researching, evaluating, interpreting, and analyzing information to identify criminal trends and patterns and to develop tactical, operational and strategic intelligence products.
Identifying and/or illustrating criminal trends, patterns, series, associations and behaviours to influence and guide operational priorities in detachments/districts, resource allocation and/or direction to investigational teams and management and contribute to the identification and implementation of crime reduction strategies.
Monitoring and identifying the nature or scope of emerging and persistent crime problems, trends, and socio-economic or demographic factors and providing recommendations regarding the allocation of resources as well as assessing the probability of future crime issues.
As an expert criminal analysis resource, communicating analytical findings and participating in presentations to detachment/district managers and other divisional senior managers or administrators.
Establishing a network of internal and external contacts for identifying criminal trends, exchanging information and criminal intelligence.

Intent of the process

Intent to fill 1 indeterminate position in Dauphin, MB and 1 indeterminate position in Thompson, MB. A pool of qualified candidates may be established and may be used to staff similar term and/or permanent positions.

The intent of this process is to establish a pool of qualified candidates inclusive of Public Service (PS) employees and Civilian Members (CM); for various positions with various tenures, various security profiles and various language requirements.
Should a CM be found qualified and selected for appointment, the appointment will not result in a change of status to another category for the member.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in economics, statistics or sociology.

*Candidates must always have a degree. The courses for specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience conducting social science research and data collection.

Experience analyzing data, including: identifying relevant information, assessing relevant information, identifying patterns, identifying trends.

Experience writing reports, which provide guidance or recommendations to decision makers.

Experience establishing and maintaining working relationships with internal and/or external partners/stakeholders.

Experience demonstrating proficiency with Microsoft Word, Microsoft Excel and Microsoft PowerPoint.

Experience in developing or applying analytical techniques, qualitative/quantitative methodology or technological solutions to advance a project.

Experience with analytical databases (e.g. iBase, Access)

Experience aggregating data from multiple database sources.

Experience using mapping software (e.g. ArcGIS)

Experience using police record management systems (RMS).

Top Secret security clearance

Be in possession of a valid driver’s license.

Willingness and ability to be exposed to subject matter and/or material of investigations, which may be difficult to deal with.

***Assessment for this process may take place in Thompson, Dauphin or Winnipeg, Manitoba. The cost to attend the assessment will be the candidate's responsibility. Housing in these locations may be difficult to obtain. It is the candidate’s responsibility to research this location.

External candidates may be eligible for the initial appointment relocation entitlement of up to $5000 if they are not currently a federal public service employee.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. Only those selected for further consideration will be contacted.

A qualified group of candidates may be identified and may be used to staff future vacancies, similar positions, for term, permanent and acting, at full or part time hours within the area of selection.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.
