Intent of the process

The intent of this process is to staff two (2) EC-05 English essential positions, one (1) indeterminately and one (1) on a temporary basis; and three (3) EC-06 bilingual imperative (BBB/BBB) positions indeterminately. A pool may be created to staff other similar positions with various tenures (indeterminate, specified period, deployment, acting, acting extensions, assignment, secondment), language requirements/linguistic profiles (English Essential, Bilingual imperative (BBB/BBB)) and/or security status (Reliability or Secret) within Environment and Climate Change Canada in the National Capital Region.

EDUCATION:

FOR BOTH STREAMS:
ED1. Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics and a law-related field.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience. The experience requested through the combination must be related to legal/regulatory instruments (e.g. development, implementation).

Degree equivalency

EXPERIENCE:

FOR BOTH STREAMS:
EX1. Recent and significant experience* conducting research and analysis related to environmental or legal issues.
EX2. Recent and significant experience* in providing written advice on complex legal or policy issues.

FOR STREAM 2 (EC-06):
EX3. Recent and significant* experience in establishing effective working relationships related to the development of law-related policy.

Recent and significant experience* is defined as experience normally associated with having performed a broad range of related activities for a period of approximately:
- two (2) years within the last six (6) years for the EC-05.
- three (3) years within the last six (6) years for the EC-06.

EDUCATION:

AED1. Master’s degree in environmental studies or law or a law degree (LL.B. or J.D.)

EXPERIENCE:

FOR BOTH STREAMS:
AEX1. Experience in conducting research or policy development related to environmental legislation.
AEX2. Experience working in a field related to pollution prevention, wildlife conservation, water or climate change.
AEX3. Experience in developing statutes or regulations.
AEX4. Experience in Memorandum to Cabinet or Parliamentary processes.

FOR STREAM 2 (EC-06)
AEX5. Experience in managing a long-term project involving multiple players.
AEX6. Experience supervising or mentoring staff.

K3. Knowledge of the roles and responsibilities of Parliament, Cabinet Committees, central agencies and departments in developing laws.
