EDUCATION:
ED1: Graduation with a degree from a recognized postsecondary institution with an acceptable specialty in education, human resources management, industrial or labor relations, psychology, public administration, social sciences, sociology or any other related field.

Degree equivalency

EXPERIENCE:
FOR ALL STREAMS

EX1: Considerable* experience in analyzing, designing, developing and evaluating adult learning courses and programs in collaboration with various stakeholders.

*A minimum of 3 years is deemed “considerable” experience.

EX2: Considerable* experience in providing strategic advice and guidance to senior management*** regarding complex issues in performance and training.

*** Senior management is defined as Director-level and above.

EX3: Experience in writing documents such as briefing notes, reports or presentations for senior management***

*** Senior management is defined as Director-level and above.

EX4: Experience in managing projects.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

EXPERIENCE:

AEX1: Experience in implementing training initiatives on an international scale.

AEX2: Experience in developing strategic plans, business cases, frameworks or policies in the field of learning.

AEX3: Experience in conducting research, analysing information and providing recommendations on performance, learning and training projects and issues.

AEX4: Experience in designing e-learning solutions using, one or several of the following tems:
- Interactive, self-paced e-learning
- Educational video or animation design or development
- Interactive learning solutions that leverage multimedia, simulation and/or gamification concepts.

K1: Knowledge of the principles of conducting learning needs analysis (LNA).
K2: Knowledge of project plan principles, structure and steps.
K3: Knowledge of how to design and develop instructional material for adult learners.
K4: Knowledge of the priorities of the Public service of Canada , and Global Affairs Canada’s mandate and priorities.

Stream 1: Knowledge of best practices, technologies, trends and instructional design and development of online courses.

Stream 2: Knowledge of evaluation of learning principles according to various models such at the Kirkpatrick model and similar models.

Stream 3: Knowledge of task and job analysis, and performance based approaches.

ABILITIES:

AB1: Ability to identify and engage partners, stakeholders, or clients in the analysis, development and implementation of training projects.
