EDUCATION:
Successful completion of two (2) years of an acceptable post-secondary educational program in Geographical Information Systems, Computer Science, Information Technology, Information Management or another specialization relevant to the position being staffed.

NOTES:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999 who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group. The candidate MUST identify on his or her application if he or she is grandfathered, as such.
2. It is a recognized educational institution (e.g., community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a postsecondary program at the institution. Candidates will be required to submit proof of education during the assessment phase of the staffing process.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum postsecondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be reassessed for other positions for which this alternative has been specified by the manager.
EXPERIENCE:
• Significant* experience in working with Geographic Information Systems (GIS).
• Significant* experience in all phases of the Systems Development Lifecycle (analysis, design, build, test and support).
• Experience writing IM/IT technical documentation, such as manuals, procedures, guidelines, requirements.
• Experience in application development using Java or .NET technologies.
• Experience working with relational databases and SQL.
• Experience in working with geographic and environmental data.
Significant* is defined as the breadth and depth of experience normally associated with having performed a broad range of various, complex related activities over a period of approximately 2 years.

EDUCATION:
A diploma from a recognized educational institution with specialization in Computer Sciences, Computer Engineering, Geographic Information Systems or any other field related to the position.
A bachelor's degree from a recognized educational institution with specialization in Computer Sciences, Computer Engineering, Geographic Information Systems or any other field related to the position.
A professional certification such as: ITIL, Certified ScrumMaster (CSM), PMIACP, Certified APM or a certificate in Geographic Information Systems.
EXPERIENCE:
• Experience in working with GIS Platforms in the Cloud
• Experience constructing, deploying and maintaining enterprise GIS systems using ESRI products.
• Experience developing web services (e.g. WMS, WFS) using ESRI products.
• Experience working with web technologies including, but not limited to, Java EE, .NET MVC, Spring, CSS, HTML5, AJAX and JavaScript.
• Experience administering, developing and deploying ArcGIS Online.
• Experience developing web mapping applications using Geocortex.
• Experience developing, maintaining or supporting web-based information systems following Government of Canada web development standards including, but not limited to, Standard on Web Accessibility, Standard on Web Usability or Standard on Web Interoperability.
• Experience working with Agile development methodologies.
