Duties

The mandate of the Environmental Protection Operations Directorate (EPOD) of Environment and Climate Change Canada includes policy and program development and implementation in six core areas: environmental assessment, contaminated sites, environmental emergencies, marine programs, compliance promotion and environmental effects monitoring. National programs are delivered by staff located in six regions and 17 regional/satellite offices across Canada.

The position is the Senior Hydrogeologist within the Expert Support group in EPOD, and provides hydrogeological expertise, advice and recommendations for federal contaminated sites across Canada and to projects undergoing environmental assessment. The work will consist of in-the-office reviews of reports and documents with possible site visits a few times a year. The work is often conducted under tight timelines. The position does not involve any significant research or field work activities.

Intent of the process

The intent of this process is to staff one (1) indeterminate bilingual imperative (BBB/BBB) position. The position will be located in one of the following Environment and Climate Change Canada offices: Mount Pearl, Dartmouth, Montreal, Quebec City, Toronto, Burlington, Winnipeg, Saskatoon, Regina, Edmonton, Yellowknife, Whitehorse or Vancouver. The final location decision may be based on the location closest to the successful applicant. A pool may be created to staff similar positions with various tenures within Environment and Climate Change Canada.

Education:

ED1. Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in hydrogeology, geological sciences or some other science relevant to the position.

1.The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

Degree equivalency

Experience:

EX1. Experience in communicating complex technical information to a variety of audiences for the purpose of advancing understanding or supporting decision-making.

EX2. A minimum of 48 months of cumulative practical experience in geoscience relevant to the position.

EX3. Significant* experience in providing technical evaluation of the fate and transport of contaminants in groundwater.

EX4. Significant* experience in the analysis, modelling, and interpretation of groundwater quality data.

*Significant is defined as experience normally gained over a minimum of three years in the last six years.

Education:

AED1.Graduation with a Master's degree from a recognized post-secondary institution in a field related to hydrogeology, geological sciences or some other science relevant to the position.

Degree equivalency

Experience:

AEX1. Recent** experience in the provision of scientific or technical advice related to environmental laws, regulations or policies.
**Recent is defined as experience gained within the last 6 years

AEX2. Experience in evaluating technical documentation such as site investigation and reclamation plans, project plans and designs, environmental impact assessment reports, environmental effects monitoring studies, or adaptive management plans.

AEX3. Experience in characterization and remediation of contaminated sites.

AEX4. Experience in undertaking hydrogeological work in the natural resource extraction sector.

Knowledge:

K1. Knowledge of the theories and principles of hydrogeology, contaminant transport in groundwater and the interaction between groundwater and surface water.

K2. Knowledge of site investigation techniques, pumping tests, drilling techniques, borehole design and groundwater sampling approaches.

K3. Knowledge of legislation, policies, guidelines or programs related to the management of contaminants in groundwater.
