DETERMINATIONS AND COMPLIANCE BRANCH
The mandate of the Determinations and Compliance Branch (DCB) is to provide recommendations to the Agency on approvals, licences, permits and certificates of fitness for issuance. It also administers an air tariff regime, and conducts analysis on a wide range of matters involving federal air, rail and marine transportation that require an Agency determination. Furthermore, its monitoring and compliance activities ensure that service providers are aware of, and comply with, requirements stemming from legislation, regulations, and Agency decisions and determinations, as well as, conducting formal investigations leading to the issuance of Administrative Monetary Penalties (AMPs) by its Designated Enforcement Officers (DEOs) .
Advisors contribute to the success of these programs by working independently, providing advice and expertise on issues affecting transportation and regulatory projects, working with and supporting a team to further program objectives, and assisting with analysis involving regulatory matters.
Senior Advisors contribute to the success of these programs by working independently and collaboratively, providing expert strategic advice on issues affecting transportation and regulatory projects, leading the development of products and materials to shape and further program delivery and to meet strategic objectives, and by conducting other complex analysis involving regulatory matters.

EDUCATION:
Graduation with a degree from a recognized university or an acceptable combination of education, training and/or experience.
EXPERIENCE

Experience in planning and conducting policy research or analysis.

*Significant and recent experience is defined as the depth and breadth of experience associated with having performed a broad range of various, complex related activities as the MAIN function for a minimum of 12 months within the last five years. The amount, the complexity and the diversity of these activities as well as the autonomy level may also be taken into consideration.
** Senior management is defined as Director level equivalent or above.

ASSET QUALIFICATIONS

EDUCATION:
Graduation with a degree from a recognized university with a specialization in commerce, economics, law, administration, social sciences, or any other disciplines relevant to the position to be performed.

Experience in conducting monitoring and compliance activities within a government program.
Experience in writing processes and procedures for use at the national level.
Experience in interpreting complex legislative, regulatory or policy issues having a direct public or commercial impact.
Experience in leading or participating in multidisciplinary teams/committees.
Experience in working in the transportation sector or travel industry particularly in the field of air or rail transportation.
Experience in leading or implementing a program or project.
Experience in working within government at the federal level.
Experience in analyzing submissions from third parties outside of the work organization and making written recommendations to management.
OPERATIONAL REQUIREMENTS:

Applicants must successfully write Public Service Entrance Exam (PSEE) (and) (Written Communication Proficiency Test (WCPT) (or) Examen de compétence en communication écrite (ECCÉ)).
Applicants must complete the Public Service Entrance Exam Unsupervised Internet Test as part of the screening for this selection process. This exam consists of two sub-tests: the Test of Reasoning and the Test of Judgement. While all applicants are asked to take the first sub-test, you will only be invited to take the second sub-test if additional information is required to complete the assessment. You will have 90 minutes to complete the Test of Reasoning and 75 minutes to complete the Test of Judgement (if required). You must complete the test(s) before you submit your application for this position.
