Phase 1 - Screening:

Screening will be completed via the Public Service Resourcing System (PSRS) questionnaire. When describing how you meet each of the experience (essential and asset), we strongly suggest that you indicate where and when you gained the experience (departments, dates, context etc.), your exact role and responsibilities, the actions you personally took and not the efforts of the team, and the impact of your actions. Remember that the relevance of your experience in relation to the position for which you wish to be considered will be taken into consideration. A covering letter is not required.

Phase 2: Assessment:

Candidates who are screened in will be assessed for other qualifications using a variety tools such as review of past performance and accomplishments, written tests, interviews or other appropriate tools and methodologies.
Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score will be used and a top-down approach may be used at any step if there is sufficient number of candidates to meet immediate and anticipated staffing needs.

Phase 3: Selection:

Successful candidates will be placed in a pool to be used within the Administrative Tribunal Support Service of Canada and their respective tribunals/boards. Based on management needs, position availability and candidate preferences, candidates may be assessed further for additional qualifications such as: specific knowledge, personal suitability, assets or any other criteria deemed important to the selecting manager.

The final selection may be based on a variety of factors such as competencies, relevant experience and asset qualifications.

Intent of the process

We intend to create a pool of qualified candidates who meet core essential qualifications (education, experience and competencies). The second phase will assess specific qualifications for the position being staffed (such as specific knowledge) as per candidates’ choices for positions for which they wish to be considered.

It is therefore important that you identify clearly for which position(s) you are applying and illustrate in your application how you meet the essential qualifications education, experience) and asset qualifications for the chosen position(s).

Information you must provide

Your résumé.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. Failing to do so could result in your application being rejected.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
Law degree from a recognized university.

Occupational Certification:
Member in good standing of the bar of one of the provinces or territories of Canada or the Order of Notaries in the Province of Quebec.

Degree equivalency

You have worked in a quasi-judicial tribunal, or in litigation or providing litigation support in relation to a tribunal or a court.

You have experience in preparing legal opinions or conducting complex legal analysis.

You have the ability to draft legal decisions and provide advice on legal issues to tribunal or board decision-makers.
(NOTE: This ability will not be assessed for positions with the Social Security Tribunal)

You possess excellent oral and writing skills.

You are thorough in your work, paying attention to details and ensuring that information is adequately substantiated.

You demonstrate critical judgment in all situations.

You are able to establish and maintain effective interpersonal relations with employees, managers and senior management.

You have demonstrated reliability during your whole career.

You possess a sound understanding of legal principles and the interlinkage of those principles with trends and challenges in the context of administrative tribunals.

The following may be applied / assessed at a later date (may be needed for the job)

You have developed and delivered training sessions.

The following knowledge qualifications will be assessed depending on the position being filled at that time:

For positions with the Federal Public Service Labour Relations and Employment Board (FPSLREB):

Knowledge of the following Acts and related jurisprudence:

• Federal Public Sector Labour Relations and Employment Act
• Public Service Employment Act
• Canadian Human Rights Act
• Parliamentary Employment Staff Relations Act
• Canada Labour Code‎, Part II

For positions with the Social Security Tribunal (SST)

Knowledge of either of the following Acts and related jurisprudence:

• Employment Insurance Act
• Canada Pension Plan

Conditions of employment

Secret security clearance

Member in good standing of the bar of one of the provinces or territories of Canada or the Order of Notaries in the Province of Quebec.
