The Canada Industrial Relations Board (the Board) is an independent, representational, quasi-judicial tribunal empowered to resolve labour relations issues arising in the federally regulated sector. The Board fulfills a vital function in recognizing and protecting the rights of employees, unions and employers, and in constructively resolving conflicts.

Employees of the Administrative Tribunals Support Service of Canada (ATSSC) are assigned to the CIRB to fulfill various functions.

Industrial Relations Officers (IRO) assigned to the CIRB are involved in the processing of various cases throughout Canada. These officers use a wide base of knowledge in labour relations manage and process matters before the CIRB. They also engage in all aspects of dispute resolutions and liaise with parties to promote harmonious labour relations.

On behalf of the CIRB, the ATSSC is looking for motivated and dynamic individuals to join its team of dedicated IROs in continuously striving to find the best solutions that will ultimately result in more productive and fair workplaces.

The PM-MCO category is a competency based classification, in which individuals move through the sectors based on an assessment of their abilities and the nature and complexity of the work they are capable of performing.

Qualification at the PM-MCO-01 or PM-MCO-02 level will be dependent on the level of knowledge, abilities and competencies demonstrated by the candidate during the assessment process.

Intent of the process

A fully or partially assessed pool may be created and may be used to staff similar positions at an identical or equivalent group and level with various linguistic requirements, tenures and security clearances for various offices across the country within the Administrative Tribunals Support Service of Canada (ATSSC).

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized university with a specialization in industrial relations, labour relations, law or other specialty relevant to the position OR an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE

Experience in the field of labour relations, including the mediation, negotiation or the investigation of various types of complaints and/or labour relations disputes.

Experience developing and maintaining relationships with union or employer stakeholders.

Experience performing the duties of a neutral third party or as a mediator in matters related to labour relations.

Experience in coaching, mentoring or delivering training sessions.

CONDITION(S) OF EMPLOYMENT

Candidates must be available to work flexible hours, sometimes during lunch, breaks and rest periods.

Candidates must be available to travel frequently and on short notice, using various modes of transportation (including but not limited to plane, car, train or bus).
