The intent of this process is to staff one PM-04 Program Officer based on the southeast coast of Labrador, on a temporary or indeterminate basis. A pool of qualified candidates will be created and may be used to staff similar positions on a temporary and indeterminate basis in various locations across Labrador.

Education:
• Graduation from a recognized post-secondary institution from a program of at least 2-years in duration with a specialization in business, communications, marketing, project management, engineering or other discipline relevant to the position; or an equivalent combination of skills, education and experience.
(“Equivalent combination” defined as direct experience in a client service capacity in a professional context of at least 5 years duration in the past 10 years combined with a high-school diploma)
Experience:
• Experience in developing and managing relationships with external stakeholders and partners.
• Experience in leading discussions aimed at resolving complex issues.
• Experience in managing financial resources.
• Experience in providing advice and recommendations to management on matters of a complex nature.

Asset Education:

• Experience in managing construction or maintenance or repair projects relating to physical infrastructure.
• Experience in governing non-profit volunteer organizations.
• Experience in general accounting/ bookkeeping practices and associated reporting requirements.
• Experience in undertaking fieldwork, sometimes in remote locations, on a regular basis.
• Experience in working with indigenous organizations.

Operational Requirements

Candidates may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.
Candidates must give a detailed account (depth and breadth) of their experience as it relates to the factor being assessed. This applies for both the ESSENTIAL and ASSET Qualifications. Failure to adequately comment on the depth (amount of time/shifts etc) and breadth (types/range of experiences related to the factor) may mean that a candidate will be given a rating of No Experience.
Failure to clearly demonstrate how you meet the screening criteria will result in the rejection of your application. Candidates will not be solicited for incomplete or missing information.
