Duties

The Program Manager, Aircraft Design Standards is responsible for developing the regulatory framework, supporting infrastructure and functional advice governing the oversight (including both services and surveillance) of aeronautical product certification, with the objective of achieving a safe, effective and internationally competitive aviation industry. This includes:

• Building a team and then supervising the team of engineering subject matter experts involved in the development, integration, implementation and maintenance of the Canadian legislative and regulatory framework, standards, operational policies and other regulatory and non-regulatory instruments that govern aeronautical product certification;
• Coordinating the provision of/ providing expert functional advice, support and recommendations on the handling of functional issues as they relate to aeronautical product design and certification; proposing functional direction and national guidance; identifying regulatory training requirements and contributing to the development and provision of training to the various operational groups in Transport Canada and to external stakeholders;
• Leading the assessment of a wide range of emerging technologies, aviation safety problems, issues and aircraft certification processes;
• Leading and participating in comprehensive aviation risk assessments;
• Supervising the review of, and/or reviewing, reports and recommendations from the Transportation Safety Board of Canada and other organizations on aviation accidents and incidents, and of other associated reports and safety studies, and assessing the proposed responses as they relate to aeronautical product certification; and
• Participating in a wide range of assessments, verifications and program validity inspections (PVIs) to assess regulatory compliance and to verify the effectiveness of the regulatory framework.

Work environment

The position to staff is located at 159 Cleopatra Dr., Nepean, Ontario.

Education:
Graduation with a degree from a recognized university in mechanical engineering, aeronautical engineering or some other engineering specialty relevant to the duties of the position.
OR
Occupational Certification:
Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

Degree equivalency

Experience:
• Significant* experience in aeronautical engineering related to the certification of aeronautical products.
Note: *Significant is defined as having seven or more years of engineering experience while progressively acquiring increased responsibilities related to engineering in the aerospace sector and having performed complex activities related to this task in a wide variety of situations.

• Experience in providing advice to management on engineering-related issues.

• Experience in supervising engineering or technical staff.

Experience:
• Experience in working with the Safety Management System (SMS) in an aviation environment.

• Experience in working with aircraft design standards.
