Intent of the process

This process is to staff the mentioned position. A pool of qualified candidates will be created and will be used to staff other similar positions at the EX-01 group and level within Fisheries and Oceans across Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

Post-secondary graduation from a recognized institution or graduation from the Fishery Officer Career Progression Program (FOCPP)

Degree equivalency

EXPERIENCE:

Significant experience in leading and delivering a complex operational program in a large and decentralized organization (see notes)

Experience in providing strategic advice and briefings to senior management (Director level and above)

Significant and recent experience in building and maintaining relationships and in resolving complex issues with other government departments, clients or stakeholders with competing interests (see notes)

Experience in leading and managing organizational change initiative

Significant and recent experience in managing human and financial resources (see notes)

Notes:
*Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities acquired over a minimum period of two (2) years.

*Recent experience is understood to mean the experience acquired within the last two (2) years

*For Complex issues, applicants must show evidence of being responsible for resolving multifaceted, multi-dimensional, and multi-client issues. Applicants must describe the level of complexity associated with the issues.

*For human resources management, applicants must clearly demonstrate that they have supervised staff, assigned work, managed and assessed performance, implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly.

* For financial management applicants must show evidence of managing a budget. This experience is defined as responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed.

ASSET QUALIFICATIONS:

EXPERIENCE:

Experience in an operational leadership role in an enforcement or intelligence or military organization.

Experience in a leadership role in a program related to natural resource conservation

Experience in building and maintaining co-operative relationships with Indigenous organizations or communities

Experience working with human resources disciplines (classification, staffing, labour relations) or corporate planning or data/information management or in project management
