ANTICIPATORY

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. EDUCATION:
Successful completion of two years of an acceptable post-secondary educational program in accounting, public administration, business administration or in any other field relevant to the work to be performed OR an acceptable combination of education, training and experience.
EXPERIENCE:
Experience in providing advice and recommendations to stakeholders on program issues.
Experience in contributing to organizational planning processes.
Experience in developing briefing and reporting material in support of policies and programs.
All positions:
• Experience in conducting research and/or analysis related to a program.
• Experience providing advice or services to or for First Nations or First Nation organizations in BC.
• Experience in negotiating
• Experience reviewing and assessing funding proposals and reports.
Allocation Officer:
• Graduation with a degree from a recognized post-secondary institution in accounting, public administration, business administration
• Experience in developing assessments criteria for funding applications or proposals.
• Experience in the delivery of community based education and social development programs
• Experience with INAC Funding Arrangement implementation, monitoring, reporting and Treasury Board authorities
• Experience conducting training sessions or workshops
Capital Management Officer:
• Post-secondary education or technical training in community planning, project management, asset management or other field related to the position.
• Experience with program management systems and databases.
• Knowledge of the INAC Capital Facilities and Maintenance Program.
• Knowledge of federal and provincial legislation and acts relevant to capital asset projects and/or on-reserve land development.
Program Officer:
• Experience researching and analyzing issues affecting First Nations in BC.
• Experience working in partnerships with federal, provincial and/or First Nation governments or organizations.
• Experience providing advice or recommendations to Management on complex or sensitive issues.
• Experience applying program policy and eligibility criteria.
• Experience coordinating projects.
• Experience writing briefing notes, reports and/or records of decisions.
• Experience interpreting and applying statutes, regulations and/or policies.
• Experience working in a team environment.
• Significant*, recent** program delivery experience.
*Significant means for a minimum of 2 years

The essential qualifications that are listed in the statement of merit criteria are mandatory. A pass mark will be established for each. Applicants must meet each essential qualification to be appointed to the position. An applicant may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.
