The Nunavut Regional Office (NRO), Crown-Indigenous Relations and Northern Affairs (CIRNA) offers a variety of programs and services and is responsible for a number of key regulatory activities in Nunavut. NRO staff work with Nunavummiut to manage land and water and mineral resources, and to remediate contaminated sites. The NRO also supports the positive and productive relationship shared between the Government of Canada and the Government of Nunavut, and works with a number of territorial stakeholders, such as Nunavut Tunngavik Incorporated, to implement the Nunavut Agreement.

Intent of the process

There is one indeterminate position to staff. The intent of this process is also to create a pool of qualified candidates to staff positions within Crown-Indigenous Relations and Northern Affairs Canada, and other federal departments and agencies in the North.

EDUCATION:
• Secondary school diploma or an acceptable combination of education, training or experience.

Degree equivalency

EXPERIENCE:

• Experience in compliance of governmental authorizations.

• Experience managing human and financial resources.

• Experience leading the development and implementation of work plans to meet program objectives.

• Experience with conducting inspections and providing reports based on findings.

• Knowledge of legislation as it pertains to resource management in Nunavut.

• Knowledge of compliance and enforcement principles and practice.

• Knowledge of the Nunavut Land Claim Agreement.

• Ability to manage human and financial resources.

• Ability to communicate effectively orally and in writing.

• Ability to review pertinent legislation and provide advice to senior departmental officials.

• Ability to coach and mentor employees.

PERSONAL SUITABILITY:

ASSET QUALIFICATIONS
( Not essential, but preference may be given to candidates who possess asset qualifications)

EDUCATION:
• Graduation with a baccalaureate or master`s degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position.

EXPERIENCE:
• Experience working in a Northern environment.

• Experience working in a multi-cultural environment, specifically as it relates to Inuit culture and values.

KNOWLEDGE:
• Knowledge of Inuit culture society and economy.

• Knowledge of sensitivities surrounding resource development in the north and municipal compliance issues.

ABILITIES/COMPETENCIES:
• Ability to communicate in Inuktitut.

CERTIFICATION:
• Firearms Acquisition Certificate (Possession and Acquisition License).

OPERATIONAL REQUIREMENTS

• Willingness to work overtime during peak times.

Conditions of employment

• Willing and able to travel to remote areas in small aircraft.
• Possession of a valid driver’s license (minimum NWT/Nunavut Class 5 or equivalent).
• Reliability Security Clearance.
• Medical Clearance (if required).
• Oath or Solemn Affirmation.
