A pool of partially qualified candidates will be established through this process to staff similar positions with various language and security requirements within the Department of Fisheries and Oceans across Canada. These positions may be staffed on an indeterminate or temporary basis.

EDUCATION (Stream 1, 2 & 3):
Two (2) years of postsecondary education or an acceptable combination of education, training and/or experience
Acceptable combination is defined as including:
1. Secondary school diploma.
2. Extensive* experience related to law enforcement or intelligence field.
*Extensive means the depth and breadth of experience generally acquired in the full-time performance of duties for a minimum period of five (5) years.
OCCUPATIONAL CERTIFICATION (Stream 1 & 2 ONLY):
Fishery Officer Career Progression Program (FOCPP) or successful completion of an accredited law enforcement program.
EXPERIENCE (Stream 1, 2 & 3):
- Experience leading criminal, intelligence or regulatory investigations.
- Experience preparing formal documents such as briefing notes, business plans, reports, memoranda for management.
- Experience developing and maintaining working relationships with internal and external stakeholders.
ASSET QUALIFICATIONS
EDUCATION (Stream 1, 2 & 3):
Graduate degree from a recognized post-secondary institution*.
*A recognized post-secondary institution is defined as a public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.
OCCUPATIONAL CERTIFICATION (Stream 3 ONLY):
Fishery Officer Career Progression Program (FOCPP) or successful completion of an accredited law enforcement program.
EXPERIENCE (Stream 1, 2 & 3):
- Experience in project management.
- Experience operating analytic or geospatial software.
- Experience leading the development or delivering intelligence services, products or outcomes.
- Experience developing and managing confidential informants.
- Experience preparing and delivering presentations.
- Experience supervising human resources (note 1).
- Experience managing financial resources (note 2).
Note 1: Applicants must clearly demonstrate that they have supervised human resources. Applicants must have supervised the work activities of employees. Clear and specific examples must be provided by candidates in their application and demonstrate evidence of accountabilities and deliverables. This experience is usually acquired in the full time performance of duties for a minimum of twelve (12) months (cumulative) within the last five (5) years.

EXPERIENCE (Stream 2 ONLY):
- Experience operating Department of Fisheries and Oceans’ custom departmental application software.
- Experience proficiently using the Microsoft Suite of products (Word, Excel, SharePoint, Dynamics, PowerPoint, Access) and the i2TM suite of software (iBase TM, Intellishare, i2 Analyst Notebook).
- Experience in vessel monitoring data systems such as Automatic Identification Systems (AIS), Vessel Monitoring Systems (VMS), and/ or other Geospatial data systems.
EXPERIENCE (Stream 3 ONLY):
- Experience conducting compliance verifications (audits) to assess compliance with legislation or policies.
